SUBMITTED BY:Troy Stephens,Director of Public Utilities Adam Thornton,Director of Public Works TODAY’S DATE:November 17,2025 MEETING DATE:December 8,2025 BACKGROUND:City staff have identi?ed the purchase of a new vacuum truck as a priority,as noted in the Capital Improvements Plan approved by the City Commission for the 2026 ?scal year.The current vacuum truck is eight years old,repair parts have become outdated,and repair costs have increased due to the truck’s age. The vacuum truck allows the Public Works and Public Utilities crews to effectively clean and maintain sewer and stormwater lines.Both Departments have outsourced similar services for both routine/preventive maintenance and emergency response situations such as ?ooding and sewer backups. City staff reached out to several companies,and Evervac Equipment,LLC offered the most competitive quote.The City can purchase a 2026 GapVax MC1312-3S3X Combination Jet/V ac truck with a ?ve- year maintenance plan,and trade-in the 2018 Vac-Con truck for $475,134.87.The trade-in value for the 2018 Vac-Con truck is $125,000.00,and the ?ve-year maintenance plan will guarantee the 2026 GapVax vacuum truck will be bought back for $300,000. Evervac Equipment,LLC is the sole source provider for GapVax branded equipment and service in the state of Florida.The City of Atlantic Beach Code of Ordinances Chapter 2,Article VII,Division 2,Sec. 2—336allows for an exception to the usual bidding process when goods or services are procurable from only one source. SUBMITTED BY:Victor Gualillo,Chief of Police,Atlantic Beach Police Department TODAY’S DATE:November 24,2025 MEETING DATE:December 8,2025 BACKGROUND:The City of Atlantic Beach acquired a License Plate Recognition (LPR) system through a Justice Assistance Grant-C (JAG-C)through FY 2021 grant funding.The total acquisition and installation costs amounted to $60,906.36,of which $53,007.59 was funded by the JAG- C grant and $7,898.77 was paid by the City for ancillary services,including setup,commissioning, marshalling,and a one-year software licensing agreement. The system consisted of seven (7)Q1700LPR cameras and one (1)Motorola Linux-based dual-camera system,as well as necessary mounting brackets,cabling,and hardware.It was installed and operational for approximatelythree years and was well maintained during that time.The system was recently replaced with upgraded LPR technology,at a cost-neutral basis and the original equipment was removed while still in working condition. Per the terms of the completed JAG-C grant and applicable monitoring requirements,the equipment is now eligible for disposition.The Atlantic Beach Police Department proposes to declare the system as surplus and authorize its donation to an eligible Florida law enforcement or public safety agency,at no cost,or alternatively offer it for sale if no quali?ed agency is identi?ed. The equipment will be provided in “as-is,where-is”condition,with no warranties expressed or implied. The receiving agency will be solely responsible for installation,operational costs,licensing,network integration,and compliance with all applicable technical and policy standards.
