A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE DECOMMISSIONING AND DONATION OR SALE
OF SURPLUS LICENSE PLATE RECOGINITION (LPR) EQUIPMENT;
PROVIDING FOR COMPLIANCE WITH GRANT CONDITIONS
DESIGNATING THE POLICE DEPARTMENT TO ADMINISTER
TRANSFER OR DISPOSAL; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Atlantic Beach acquired a License Plate Recognition (LPR) system
comprised of seven (7) Q1700 LPR cameras and one (1) Motorola dual -camera system, along with
supporting hardware and installation services, through grant funding provided by a FY 2021 Justice
Assistance Grant -C (JAG -C); and
WHEREAS, the total cost of the LPR system, including hardware, setup fees, commissioning,
marshaling, and first-year licensing services, was $60,906.36, of which $53,007.59 was funded directly
through the JAG -C grant, with the remaining $7,898.77 covering non -capital services paid by the City;
and
WHEREAS, the JAG -C grant period and its related monitoring requirements have been
completed, and the equipment may now be lawfully decommissioned and/or donated, transferred, or
sold in accordance with the grant's conditions; and
WHEREAS, the Atlantic Beach Police Department has determined that the LPR system is no
longer needed due to a recent system replacement and has certified the equipment was fully operational
at the time of removal; and
WHEREAS, the City intends to offer the surplus LPR system for donation to an eligible
Florida law enforcement or public safety agency at no cost, or if no eligible agency accepts, to pursue
sale of the system as allowed by law; and
WHEREAS, the equipment will be provided "as -is, where -is" with no warranties or
guarantees expressed or implied, and the receiving agency shall be responsible for installation,
operational costs, and all ongoing service and support expenses.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows:
Section 1. The City Commission hereby authorizes the decommissioning of the surplus
License Plate Recognition (LPR) system and the donation of said equipment to an eligible law
enforcement or public safety agency within Florida, or alternatively, its sale, if no qualified agency
expresses interest.
Section 2. The City Commission authorizes the Atlantic Beach Police Department to manage
all aspects of the equipment's disposition, including advertisement of availability, execution of transfer
or sale documentation, and coordination of pickup or shipping logistics.

Section 3. The donation or sale shall be conducted in accordance with applicable laws, City
policies, and the original terms of the JAG -C grant.
Section 4. This Resolution shall take effect immediately upon its passage and adoption.
