CALL TO ORDER AND ROLL CALL 2. APPROVAL OF MINUTES A. Approve minutes of the September 9, 2025 Arts, Recreation, and Culture Committee meeting. Ingrid McCawley noted there was a minor typo in her name in the minutes. She pointed out that in the first paragraph, second section, where it stated "noted that committee member Ingrid McCawley was present as a new member," there was a spelling error. Joe Schwarz also noted there should not be a "T" in his name. Chair Goodrich apologized on behalf of the computer that takes the minutes through Al and explained this was the source of the errors. Hillary Hickam moved to approve the minutes from September 9, 2025. Joe Schwarz seconded. All voted in favor. Motion passed unanimously. 3. RECOGNITION OF VISITORS/PUBLIC COMMENTS 4. ONGOING BUSINESS Chair Goodrich asked if there was any ongoing business. With heads still spinning from the extensive public comments, the committee moved on to new business. 5. NEW BUSINESS A. Naming of Aquatic Dog Park Arts, Recreation, and Culture Committee (ARCC) October 14, 2025 Page 1 of 4 Jordan Leslie explained this was to officially name what people already call the aquatic dog park, as required by the naming policy that ARCC needs to name parks. Kaylene Maddox moved to name the dog park "Aquatic Dog Park" officially. The motion was seconded by Ingrid McCawley. All voted in favor. Motion passed. B. Naming of W 6th St Overlook Jordan Leslie explained this park currently appears on city maps as West 6th Street Overlook, and staff recommended naming it River Branch Overlook. Hillary Hickam moved to formally name the West 6th Street Overlook as "River Branch Overlook. " The motion was seconded by Kaylene Maddox. All voted in favor. Motion passed. C. Grant Process Debrief Chair Goodrich thanked everyone for their hard work during the grant review process. She reported presenting the committee's resolution to the City Commission the previous night, and they approved the $65,000 allocation. The Commission scheduled a workshop for October 27th at 5:00 PM to interview schools, with $20,000 set aside for schools. Jordan Leslie presented a draft application for next year with several key changes: Page 16 - Three new bold sections were added: • Schools are not eligible to apply for Arts & Recreation Grant funding • Grant funding is only available for Arts & Recreation programming (not facility improvements or operations) • Grant funding is only available to the same program for a maximum of three years at the committee's discretion Committee discussion focused on clarifying that organizations can apply for different programs after three years. Ann Oskarsson suggested breaking question 2 on page 19 into two parts - one asking if the organization has received grants and another asking if the specific program has received funding. Page 17 - Grant Timeline Updates: • June 1: Progress and Final Reports due • June 15: RFP release • June 23: Public meeting for FAQs • July 27: Application deadline • August 7: Notify semi-finalists • August 26: Presentations • September 8: ARCC meeting to decide Arts, Recreation, and Culture Committee (ARCC) October 14, 2025 Page 2 of 4 • October 12: Commission presentation The committee discussed the public FAQ meeting, with Ann Oskarsson asking if it could be virtual for accessibility. Jordan Leslie said he would check on this possibility. Page 20 - Application Questions: The committee agreed to simplify question 3 by removing "describe goals and objectives" and just asking applicants to "describe your program." They also agreed to remove the SMART criteria section and the question about how the program pertains to arts and recreation, as these were redundant. Ann Oskarsson suggested adding questions about target audience (age groups, special populations) and how people would sign up for programs. The committee agreed to add checkboxes for different demographic groups. Page 22 - Eligibility Criteria: A new criterion was added stating organizations with facility use agreements or contracts with the city (receiving discounted rentals) are not eligible for grants. This would affect organizations like baseball leagues, Coastal Kicks, and the Boys and Girls Club. Scoring Discussion: The committee agreed to remove point values from the applicant -facing documents and use the scoring sheet for internal committee use only. They found the current point system (totaling 55 points) confusing and agreed they primarily use "full, partial, or none" determinations rather than numerical scores. Jordan Leslie agreed to create standardized templates for budgets and other required documents to make applications more uniform and easier to review. Chair Goodrich suggested that certain beloved programs like yoga, tai chi, and painting classes should potentially become regular city programs in the department budget rather than grant -funded programs. She also suggested considering annual sponsorships for organizations like Beaches Fine Arts Series. The committee agreed to think about this and discuss it at the next meeting. 6. OTHER AGENDA ITEMS/ANNOUNCEMENTS A. First Night Update Jordan Leslie provided an update on First Night (New Year's Eve), which will run from 2-5 PM at Donner Park and 5-8 PM at Jack Russell Park with concerts. He requested committee help with decorations, preparations, and event logistics. Specific needs included researching a disco ball drop (similar to what Atlantic Beach Country Club does at noon), string lights for trees, possible bonfires on the tee ball field, food trucks, sponsorships, and giveaways. Attest: Committee members offered to help, and Jordan agreed to organize a volunteer meeting at Adele Grage to discuss event planning details. B. Upcoming Events & Volunteering Jordan Leslie announced upcoming events: • Camp Out this weekend (Saturday and Sunday) with Toasted Yolk sponsoring Sunday breakfast • The juggler would perform Saturday as funded by the committee's grant • November was relatively quiet • December 4th: Artisan's Fair at Adele Grage (4-8 PM) • December 6th: Holiday Tree Lighting (starting at 3 PM but all -day for staff) Jordan Leslie showed new volunteer vests with the Parks and Recreation logo. Discussion continued about background checks, with Leslie explaining they use Jacksonville Beach PD for fingerprinting and that previous DCPS checks may not transfer.
