as a quasi-judicial board, the CDB has met on several occasions with only four members
present, resulting in 2-2 vote outcomes that effectively deny variances or use-by-
exception requests. Mr. Hansen proposed designating both a primary and a secondary
alternate for the CDB, subject to City Commission approval, to help ensure adequate
attendance at future meetings. The Committee discussed Mr. Hansen's proposal.

Please describe any employment experience relative to the board/committee you are applying for.
After college, medical school and residency, I worked full time as an anesthesiologist in Baltimore for 15 years, then in
New Jersey for 13 more years. During that time I not only gained clinical experience, but managerial and
administrative as well, in several capacities: first, as the clinical director of a 2-room surgery center in Towson
Maryland, then later as Director of Anesthesia for a large private anesthesia group (7 separate surgery centers). I was
involved in handling scheduling, certification, staffing and compliance for these centers. This has prepared me to
understand how to manage a business, in particular how to effectively manage people, especially during times of
potential conflict.
Please describe any board/committee experience relative to the board/committee you are applying for.
I was board chairman of Connecting Thru Music, a 501(c)3 non-profit that provided Music Therapy to children with
special needs, typically cognitive, physical and communicative difficulties. I called for meetings, applied for
documents, met with donors and generally handled much of the management aspects of the organization. I held that
position from 2018-2022, whereupon I stepped down as Chair but remained on the board. Later the next year, CTM
was absorbed by Cathedral Arts Project, who are ensuring that Music Therapy is still being provided to these very
deserving children.
I have been on the board or a member of several other groups, including Atlantic Beach Preservation and have also
attended numerous city council meetings on issues important to our city. I am passionate about preserving the
natural beauty and community vibrancy of Atlantic Beach.
Please describe any community involvement or volunteer experience relative to the board/committee you are
applying for.
My husband Peter and I have been members of ABCC since 2017, and we enjoy the many great amenities it provides
and have made some wonderful friendships.
In addition to my past work on CTM, I volunteer every Tuesday at Volunteers in Medicine, a clinic that provides free
health care to people who work at least 20 hours/week and whose income is below 250% of Federal Poverty Level.
This has been very rewarding, but also enlightening as the struggles of our neighbors are very evident.
I also am a member of several community groups, including Moms Demand Action (gun-safety advocacy group) and
the National Organization for Women, where I am VP of the Jacksonville chapter.
In addition, I've been a strong advocate for our community, getting to know many of our city's members over the past
7 years.

board/committee.
Although a relatively new resident (2018) of Atlantic Beach, I fell in love immediately with this community, in
particular its lushness, community activities, dog-friendliness, vibrant downtown and welcoming neighborhoods. I am
very passionate about maintaining all these aspects of this wonderful city, while maintaining a positive and healthy
community. I believe my broad experience throughout my career and afterwards would provide strong problem-
solving skills and contribute to the committee in positive ways.

Please describe any employment experience relative to the board/committee you are applying for.
I work in Commercial Strategy and Sustainability at Rio Tinto, focusing on the intersection of economic development
and environmental stewardship. Previously, as a consultant with the Rocky Mountain Institute (RMI), I supported
cities in implementing sustainable infrastructure and transportation choices that also preserved local character. I also
scaled a surf therapy program reliant on healthy coastal systems.
Please describe any board/committee experience relative to the board/committee you are applying for.
Board member of small NGOs I helped develop. Also led the development of collective impact stakeholder groups. Led
various corporate sustainability groups and initiatives.
Please describe any community involvement or volunteer experience relative to the board/committee you are
applying for.
Volunteered as a wilderness guide. I also have experience as a volunteer wildland firefighter, providing a practical
background in land management and crisis resilience. Locally, I support schools where my children have attended.
Please provide a brief explanation of your interest and your reasons for wishing to be appointed to this
board/committee.
As a father of two, I am a daily user of our parks and coast. My recent experience building a sustainable home in
Atlantic Beach highlighted opportunities in facilitating sustainable decisions. Having lived globally through things like a
"Day Zero" water draught, wildfires, and typhoons/ massive flooding, I want to apply that perspective to help the ESC
build local resilience and make sustainable choices the easy option for residents. We moved to a low lying coastal city
with beautiful trees and parks and hope to be good stewards for future generations.

City of Atlantic Beach
BOARD/COMMISSION APPLICATION
Date Submitted: December 25, 2025
First Choice: General Employees' Pension Board of
Trustees
Second Choice:
Name: Roy Goldman
Address: 1774 Atlantic Beach Dr, Atlantic Beach, FL, 32233
Cell Phone: 9043499015
District: District 1308
Please describe any employment experience relative to the board/committee you are applying for.
I am an actuary with over 40 years experience. My first position was with a pension consulting firm, so I understand
pension valuations. My expertise is in all types of health insurance. I have been the chief actuary and/or CFO of two
national companies (Prudential and Humana) and two regional companies (see my resume). I am a past president of
the Society of Actuaries. Although retired, I am still active in the Society, in health care policy, and in volunteering on
boards.
Please describe any board/committee experience relative to the board/committee you are applying for.
As a CFO I've presented to corporate board meetings. As a board member for the Society of Actuaries, I served three
years on the finance committee. I am currently treasurer of my HOA and for the Health Care Cost Institute, a not-for-
profit organization focused on health care costs. I review all expenses and supervise investments.
Please describe any community involvement or volunteer experience relative to the board/committee you are
applying for.
I am in second year as a member of my current HOA board and served five years on my condo board in Jacksonville
Beach before moving to Atlantic Beach. I was twice elected to the Board of Education when I lived in New Jersey, and
part of responsibility was monitoring the pension plan even though it was a state plan. I have served as VP of Finance
in religious organizations in several different cities in which we have lived.
Please provide a brief explanation of your interest and your reasons for wishing to be appointed to this
board/committee.
Pensions are a very important benefit. Employees count on their employers to meet the obligations to fund the plan
to provide them with retirement income after they stop working. As an Atlantic Beach resident, I would like to
volunteer my expertise and time to help the city meet its obligations to our deserving employees.
