ATTACHMENT: Turf Block Cost -Sharing Policy
I. PURPOSE To provide structured public parking while protecting the City's drainage and
"green" aesthetics through the use of permeable turf block in the right-of-way (ROW).
II. ELIGIBILITY

resident's property.
Installation is subject to approval based on utility locations and tree root protection.

• City Share: 50% of total material and installation costs.
• Payment: The resident's portion must be paid in full before work begins.
IV. PUBLIC ACCESS & USE
• No Private Ownership: The turf block area remains public property.
• Open Parking: The space is available to the general public; it cannot be reserved, gated,
or marked with "Private Parking" signs.
V. MAINTENANCE RESPONSIBILITIES

turf block.
City: Responsible for structural repairs, such as fixing sunken blocks or cracked pavers.

• Step 2: Public Works conducts a site inspection.

Green -Parking Initiative: Frequently Asked Questions
Why use Turf Block instead of asphalt or concrete?
Turf blocks are "permeable," meaning rainwater soaks into the ground rather than running off
into our storm drains. They keep our neighborhoods cooler, prevent flooding, and look much
nicer than a slab of grey concrete.
If I pay 50%, is it "my" parking spot?
The short answer: No. Because the installation is on City -owned land (the right-of-way), the
spot remains public parking.
• Think of it this way: You are "sponsoring" a neighborhood improvement that beautifies
the front of your home and provides a stable, mud -free place for cars to park.
• The Reality: The person temporarily parked in front of your house may be you or your
guests!
Can I put up "Private Parking" signs or orange cones?
No. Since the area is within the public right-of-way, it must remain accessible to everyone.
Placing obstructions or "Private" signage is a violation of City Code.
Who mows the grass in the turf block?
The property owner is responsible for routine vegetation maintenance (mowing and weeding),
just as you currently do for the grass strip in the right-of-way. The City will handle any structural
repairs if the blocks sink or crack.
How much will this actually cost me?
Costs vary based on the square footage of the area, but the 50/50 split usually makes this
significantly cheaper than a private driveway extension.
Example: If a professional installation costs $8,000, your portion would be $4,000.
Will this increase my property taxes?
Generally, right-of-way improvements do not trigger an increase in property tax assessments,
though they certainly add "curb appeal" which helps your home's overall value!
