A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AWARDING BID 2526-10 MARSH OAKS COMMUNITY CENTER PARKING
IMPROVEMENTS PROJECT TO J. HOWARD CONSTRUCTION;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT AND
PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO
EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the purpose of this project is to select a Contractor to perform the parking area
improvements at the Marsh Oaks Community Center, located at 100 West I st Street in Atlantic Beach;
and
WHEREAS, on March 12, 2026, seven bids were received and opened for Bid 2526-10 Marsh
Oaks Community Center Parking Improvements Project; and
WHEREAS, the bids ranged from $488,251.48 to $274,095.25, with J. Howard Construction
being the lowest bidder; and
WHEREAS, this project is primarily funded ($196,750.72) by a Federal Housing and
Development (HUD) -awarded Community Development Block Grant (CDBG) project (No. CDBG
684332-25). Another $77,344.53 is being allocated from Account No. 300-5002-541-7300, which is a
Dutton Island Road -Francis Avenue to Mayport Road connectivity project that is slated to be initiated
in FY 2025-26 and completed in FY 2026-27.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as
follows:
SECTION 1. The City Commission hereby awards Bid 2526-10 Marsh Oaks Community Center
Parking Improvements to J. Howard Construction;
SECTION 2. The City Commission hereby authorizes the City Manager to execute the contract
with J. Howard Construction and approve a Purchase Order to said vendor in the amount of $274,095.25;
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.
