A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSULTING
SERVICES AGREEMENT WITH CIVIC CONSULTING GROUP, LLC
FOR THE REVIEW AND DEVELOPMENT OF THE INTERLOCAL
AGREEMENT (RFP 26-01); AUTHORIZING A COST-SHARING
ARRANGEMENT WITH THE CITY OF JACKSONVILLE; PROVIDING
FOR CONFLICTS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Atlantic Beach seeks to ensure that the Interlocal Agreement
(ILA) with the Consolidated City of Jacksonville reflects a fair and equitable distribution of
services and costs; and
WHEREAS, the City issued RFP 26-01 to solicit professional consulting services for the
evaluation and modernization of said agreement; and
WHEREAS, Civic Consulting Group, LLC has submitted a proposal to provide forensic
fiscal analysis and equity benchmarking to serve as an independent analytical basis for a
modernized agreement; and
WHEREAS, the City of Atlantic Beach and the City of Jacksonville have agreed to equally
share the $89,150.00 cost of the consultant's work, as the independent study provides a mutual
benefit to both municipalities in resolving long-standing fiscal discrepancies.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach
that:
SECTION 1. The City Commission hereby approves the Consulting Services Agreement
with Civic Consulting Group, LLC in the total amount of $89,150.00.
SECTION 2. The City Commission authorizes the City's participation in a cost-sharing
arrangement with the City of Jacksonville, whereby each municipality shall be responsible for fifty
percent (50%) of the total contract amount ($44,575 each).
SECTION 3. The City Manager is authorized to execute the Consulting Services
Agreement and any necessary documentation to facilitate the cost-sharing with the City of
Jacksonville.
SECTION 4. All Resolutions or parts of Resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 5. This Resolution shall take effect immediately upon its passage and adoption.
