Election of Chair & Vice Chair Recreation Manager Jordan Leslie explained the responsibilities of the chair position, including serving as the committee leader, presenting to the commission, working with staff on agendas, and coordinating committee activities. The vice chair serves as backup when the chair cannot attend. Recreation Manager Leslie noted that Lisa Goodrich was stepping down from her chair position due to time commitments and would work with the new chair during the transition. Hillary Hickam nominated Ingrid McCawley for chair, noting she was the longest - serving member. Ingrid McCawley declined. Ingrid expressed her thoughts that Hillary would take the position. But Hillary also declined and explained she would not be available during summer months (June and July), making it inappropriate for her to serve as chair. Hillary Hickam seconded the motion. All members voted in favor with no opposition. For vice chair, Hillary Hickam volunteered to serve. Election of ARCO Vice Chair Motion: Ingrid McCawley Second: Sondra Goldschmidt Motion passed unanimously 5 to 0. B. Film Series (Lorax) Debrief Sondra Goldschmidt attended The Lorax screening and reported that it went well overall. She noted that the main technical issue was with the screen or projection equipment - the colors were dim and hard to see even with lights off. Many families with young children attended, though some left early as expected with young audiences. The committee discussed concerns about the upcoming film "No Sleep Till," which some felt might not be appropriate for the venue given the young audience that attended The Lorax. Hillary Hickam noted she had seen the film and described it as more suitable for ages 13+ rather than young children. Discussion arose about potentially changing some of the scheduled movies and the need for better coordination between ARCC and ESC on the film series schedule. There were also questions about licensing for the "Isle of Dogs" film. Recreation Manager Jordan Leslie requested that a committee member take the lead on coordinating the film series, including finalizing the schedule with ESC, securing licenses, and handling any additional planning such as food vendors or special guests. Sondra Goldschmidt agreed to take on the coordination role for the November film screening. Arts, Recreation, and Culture Committee (ARCO) March 10, 2026 Page 3 of 7 C. Pickleball Rules Discussion Recreation Manager Jordan Leslie explained that Donner Park's pickleball courts have become problematic, with many players moving to other venues due to unfriendly conditions. The main issues identified were the challenge court system where people stay and play for extended periods, and the lack of clear rotation processes when courts are full. Recreation Manager Jordan Leslie had already reached out to pickleball community members and received positive feedback about implementing rules. The general consensus was that when courts are full, players should rotate out after one game of singles. The committee discussed moving away from the challenge court concept to make courts more accessible to all players. Chair Cruz suggested giving committee members 72 hours (until Friday) to provide any feedback on the proposed pickleball rules via email to Recreation Manager Jordan Leslie. The rules would include a reporting mechanism for problems, with contact information for city recreation staff. D. Tennis Programming Discussion Recreation Manager Jordan Leslie announced the launch of a city tennis professional position to enhance tennis programming. This independent contractor position would organize social events for adults, weekend clinics, and youth summer camps. Hillary Hickam reported having a strong candidate already interested and working on application materials. The deadline for proposals is the end of March, with the goal of having programming start in April. The committee discussed various programming ideas including evening social events for adults, tournaments, and open league play. Hillary Hickam expressed enthusiasm for more social tennis programming, believing there would be significant community interest. The position would help expand the successful $25 -per -week youth tennis camp that had high demand the previous year. 5. ONGOING BUSINESS A. 2026-27 Priority Setting Recreation Manager Jordan Leslie explained that with new committee leadership, they needed to establish priorities for the coming year. The Environmental Stewardship Committee had recently completed this process. Arts, Recreation, and Culture Committee (ARCC) March 10, 2026 Page 4 of 7 The committee needs to identify 3-4 top priorities to present to the city commission at the end of March. These should be "big picture" items that may require significant funding or planning. Examples from previous years included the turtle crawl (now completed), community pool, beach volleyball courts, and the new Marsh Oaks Community Center programming. Chair Cruz suggested that committee members submit priority ideas via email over the next few weeks, which would be compiled and discussed at the April meeting for final selection. Recreation Manager Jordan Leslie clarified that while the current fiscal year budget is mostly set, these priorities would help with planning for the next fiscal year beginning in October. The committee already has resources budgeted for current programming needs. B. Grant Liaison Assignments and Responsibilities Recreation Manager Jordan Leslie explained the tradition of assigning committee members as liaisons to grant recipients. Each liaison checks in with their assigned organizations throughout the year, conducts site visits, and ensures grantees stay on track. There is a feedback form that liaisons should complete during their official visits. Several committee members had already volunteered for specific organizations at previous meetings. Chair Cruz mentioned he had begun communicating with one of his assigned grantees and planned to contact Beaches Fine Arts Series next. The committee confirmed the importance of liaisons providing friendly accountability and serving as resources to help grantees succeed with their programs. C. Marsh Oaks Communitv Center Recreation Manager Jordan Leslie reported good progress on the Marsh Oaks Community Center construction. Interior work is currently underway, and they plan to arrange a committee tour once construction is more complete. The parking lot is running slightly behind schedule, which may affect the grand opening timeline. Programming could begin within the next few months, and Recreation Manager Jordan Leslie welcomed committee input on programming ideas. Several community groups have already inquired about using the space, which features a large community room suitable for weddings and banquets, plus two Arts, Recreation, and Culture Committee (ARCO) ':March 10, 2026 Page 5 of 7 smaller classrooms for smaller group meetings. The facility includes a large warming kitchen for catering events. D. Upcoming Events & Volunteer Opportunities Recreation Manager Jordan Leslie reviewed the 2026 events calendar, highlighting upcoming opportunities: Americana Day (March 28th): A centennial -themed event featuring a car show at Jack Russell Park and a baseball game. Food options and face painting will be available. Volunteers are needed. Easter Egg Hunt: Extremely popular event with 10,000 eggs requiring significant volunteer help. Fletcher Interact Club members typically assist with setup. Arts in the Park: Large event with approximately 60 vendors. Ingrid McCawley, Hillary Hickam, and Sondra Goldschmidt will serve as judges. July 11th Centennial Event: May change depending on Marsh Oaks parking progress. Will feature a grand opening celebration. Here Tomorrow will be providing a concert after WellFest using the same stage and sound equipment. Recreation Manager Jordan Leslie noted that volunteer requirements vary depending on the type of event. Events involving children or seniors require background checks, while general community events may not need the same level of screening. The committee discussed the grant cycle beginning again in August and the consideration of which grants should continue receiving support versus which might transition to recurring city budget items, with a general guideline of three years maximum for grantees. 6. OTHER AGENDA ITEMS/ANNOUNCEMENTS None. 7. ADJOURNMENT With no additional agenda items or announcements, Chair Cruz adjourned the meeting at approximately 7:30 PM.
