Ei ht bids were received as follows: C.Sand E &D Engineered Razorback,Southern Southern TMI Bidder Company Contracting Coatings LLC Road &Star TankRehabCom Coatings, LLC Services Solutions Bridge Contractors Inc. Total $721,875 $994,400 $561,024.97 *$498,300 $830,500 $936,100 $522,500 $538,560Bid The lowest bid was Razorback at $498,300.The second lowest was TankRehab at $522,500,a difference of $24,200 or about 5%. TankRehab completed the last complete coating of the interior of the ground storage tanks at Water Treatment Plant #1 in 2010.This turned out to be a complicated project due to excessive concrete loss in the hatch area of one of the ground storage tanks that needed to be repaired.TankRehab developed arepairtechniqueforthisareausingarubberizedcoating. Most of this repair is still in good condition. The ability to work around this area is an important component of the project. TankRehab has successfully completednumerous projects for the City over the years. They are based locally in Jacksonville, which makes coordination and warranty work easy to schedule.Razorback lacks a local presence, and prior project experience on another water plant was dif?cult. This is a critical project in that once the tanks are re-coated and ?lled, there is no way to determine if there are any issues with the coating until we do a required 5-year inspection. This work has to be done correctly the ?rst time with minimal downtime, which is why staff feels that awarding the project to TankRehab is in the best interest of the City of Atlantic Beach. Our bid speci?cations allow for such a selection and state that the City of Atlantic Beach reserves the right to reject any or all bids or parts of bids, waive informalities and technicalities, make award in whole or in part with or without cause, and to make the award in what is deemed to be in the best interest of the City of Atlantic Beach. The contract,Bid No.2122-13,was executed on October 1,2022,and is scheduled to terminate on September 30,2027.Throughout the term of the contract,Public Works staff have documented repeated instances of missed or incomplete sweeps, failure to provide required documentation, and billing errors.Public Works staff have met with SCA representatives on multiple occasions to discuss these de?ciencies and provide the contractor with opportunitiesto correct them.Despite these efforts, the contractor has failed to achieve and maintain compliance with the terms and performance requirements of the contract. As a result, staff no longer have con?dence in the contractor‘s ability to consistently meet the City's service expectations and contractualobligations. Public Works staff propose moving street sweeping services in-house and procuring a new Elgin RegenX Regenerative Air Vacuum Street Sweeper via a municipal lease-to-own program. This transition will dramatically improve roadway coverage, enhance localized quality control, and keep the City in strict compliance with state environmental mandates. KEY PROVISIONS OF THE AGREEMENT 0 Service Frequency Upgrade:Street sweeping coverage on standard City streets (approximately 55.5 centerline miles)will be upgraded from bi-monthly contract speci?cations to monthly (12 times per year)or on an as-neededbasis. 0 Will satisfy Florida Department of Environmental Protection (FDEP)and National Pollutant Discharge Elimination System (NPDES)MS4 stonnwater permit mandates. 0 Contract Cancellation:The City will issue a formal cancellation notice to SCA pending Commission approval.Contracted services will continue through September 30,2026,to seamlessly bridge the gap to the new ?scal year. Res.No.26-96 Street Sweeping Truck Lease Purchase Staff Report Page 1 of 2 Agenda Item #8.B.10 Aug 2026 Page 55 of 73 0 EquipmentDelivery:Environmental Products Group, under Sourcewell Contract #093 021—ELG,can provide the lease-purchased street sweeping truck with an estimated equipment delivery date by November 4,2026. 0 Maintenance &Warranty:Mechanical repairs will be handled directly by the City’s ?eet maintenance contractor,TransDev Services. The procurement includes a 5-year parts and labor warranty on the Elgin sweeper body to mitigate internal maintenance risk. BUDGET:The City currently pays $86,713.20 annually for contracted sweeping.Transitioning to an in—housemodel will require entering into a 7-year municipal lease-to-own agreement at an annual cost of $58,699.54 starting in FY2026-2027.This option serves as the closest immediate match to current contract spending and saves $28,013.66 annually in capital costs. The internal Public Works budget will absorb ongoing operational overhead variables, including operator labor/bene?ts,fuel,potential night-shift overtime, and certi?ed waste disposal fees.
