Eligible employees may request to sell back up to 80 hours of accrued personal leave . Requests must be submitted by August 15 . To be eligible, an employee must have actually used at least 80 hours of personal leave during the fiscal year before submitting the request. The City may approve all, none, or a prorated portion of eligible requests based upon available funding. Approved payments will be made on the second regular pay period in September . The revised provision preserves the City's ability to evaluate the program annually based upon available financial resources and does not create an automatic annual obligation to fund a leave sell-back BUDGET IMPACT: $138,404 The revised wage schedule becomes effective October 1, 2026 and will result in increased personnel costs for bargaining-unit positions beginning in Fiscal Year 2026-27. The estimated Fiscal Year 2026-27 base wage increase is $138,404. Funding for the wage schedule will be included within the Police Department personnel budget for Fiscal Year 2026-27. The format is the same as in previous years and was read into the record as presented in order to ensure compliance with TRIM laws (s. 200.065, F.S.). In advance of the public hearings, the City Manager presented a Proposed Operating Budget and held seven public workshops to review and adjust with the City Commission's guidance. While preparation of the budget is a fluid process through Sept. 28, the budget documents are published at www.coab.us/budget. The first public hearing was held on September 14, 2026, in the Commission Chamber, at 6:00 p.m., as was noticed to all property owners by the Duval County Property Appraiser's Office and published in Jacksonville Daily Record. This final public hearing for the final adoption of the millage by resolution and a second public hearing for the final adoption of the Operating Budget, Ordinance No. 20-26-184, on September 28, 2026, at 6:00 p.m., in the City Commission Chamber. The Proposed Operating Budget is funded using the millage rate of 2.7499. This is a 6.52% increase over the rolled-back rate. BUDGET IMPACT: RECOMMENDATION: ATTACHMENTS: Proposed Fiscal Year 2026-27 budget expenditures = $56,212,957. Adopt Resolution No. 26-110 and, upon second reading, Ordinance No. 20-26-184 with total expenditures of $56,212,957. This document outlines the project scope, municipal planning alignment, proposed policy codification language, resident correspondence regarding specific access sites, and an updated master‘project timeline. 2.Scope of Work and Location Breakdown As authorized under Resolution No.25-39,the project addresses six critical street-end access points:.1st Street:Construction of a new elevated walkover (no existing structure)..4th Street:Construction of a new elevated walkover (no existing structure)..5th Street:Construction of a new elevated walkover (no existing structure)..1 1th Street:Replacement and rehabilitation of dilapidated/buried walkover..13th Street:Replacement and rehabilitation of dilapidated/buried walkover..14th Street:Construction of a new elevated walkover (no existing structure). 3.Primary Drivers,Benefits, and Planning Alignment City planning documents ——including the 2030 Comprehensive Plan,Parks Master Plan, and Bicycle and Pedestrian Connectivity Plan --treat beach access points as vital coastal“mini- parks.”Elevated walkovers function as essential trails protecting these natural assets, balancing public access, environmental stewardship, coastal resilience, and infrastructure protection. III- II 'II I I : ‘II '| it- .Dune and Vegetation Preservation:Elevating walkovers protects delicate root networks of sea oats (Uniola paniculata)and native flora from foot traffic damage, allowing vegetation to trap sand and maintain natural dune growth (Comp Plan Obj. D.1.3,Policy D.1.3.1)..Storm Surge and Erosion Mitigation:Uncontrolled footpaths carve low points (“blowouts”)into the shoreline where storm surges breach the coast.Elevated crossings eliminate these gaps, securing a continuous physical barrier against coastalflooding (Obj.D.1.2,Policy D.1.1.2)..Universal Public Shoreline Access:Designated walkovers provide predictable, slip —resistant, and barrier-free access for families, seniors, and individuals with mobility devices (Obj.D.1.4,Policy D.1.4.1;Goal E.1)..Wildlife and Nesting Safeguards:Channeling foot traffic keeps beachgoers off sensitive nesting grounds, directly protecting sea turtles, shorebirds, and gopher tortoises (Obj.D.3.5,Policy D.3.5.2)..Fiscal Efficiency and Asset Protection:Formalizing elevated walkovers as public infrastructure protects public property, reduces long-term shoreline restoration costs, minimizes emergency renourishment expenses, and streamlines FDEP permitting (Goal H.1). Planning Document Alignment.2030 Comprehensive Plan:“The City shall maintain all existing accesses including barrier-free ramps and shalljoin with other beach communities...in seeking means of accommodating beach visitors...”.Parks Master Plan:“The City shall provide opportunitiesfor appropriate recreational uses and access to public waterways, the beach and natural areas...”.Bicycle and Pedestrian Connectivity Plan:“The identified opportunities and associated improvements proposed serve to connect the entire city...to connect the marsh to the beach.” 4.Summary of Public Correspondence and Resident Feedback The City Manager’s Office and City Commission have received written feedbackfrom nearby property owners regarding proposed structures at 14th Street (representing at least six properties)and 11th Street (one property owner).Key resident concerns and recommendations include:.Ecosystem Disturbance and Dune Health:Opposing residents at 14th Street emphasize that their local dunes are stable and healthy, arguing that permanent wooden structures will disturb intact ecosystems and natural sand movement..Maintenance Burdens:Residents expressed concern over long-term municipal upkeep (sand clearance, storm repair),citing the existing 13th Street walkover as an example of a structure frequently buried or degraded. Agenda Item #10.A. 28 Sep 2026 Page 44 of 46 n .Neighborhood Character and Public Process:Longtime residents noted they have voluntarily maintained the natural 14th Street pathway for decades and requested clearer early neighborhood engagement and scale considerations..Proposed Alternatives:Opposing property owners strongly urge the City to evaluate flexible,lower-impact alternatives --specifically roll—out mat systems (e.g.,Mobi- Mats)--as a cost-effective,non-permanent access solution..Parking Clarification:Some property owners requested that the two street-end parking spaces remain standard rather than ADA—designated.Staff confirms the City has no plans to convert these spaces into ADA parking. 5.Project Timeline and Key Milestones Target Date Milestone /Event Details E-newsletter,website and social media.InitialPublic ... If the Commission wishes to further evaluate 11th Street or 14th Street design alternatives prior to construction, staff stands ready to facilitate a targeted public workshop. 7.Policy Codification Recommendation and Commission Direction To transition from an informal practice to a clear municipal standard, staff recommends formalizing beach access infrastructure principles within the Municipal Code. Proposed Policy Codification Language: “To fulfill the coastal resource protection, natural disaster mitigation, and public access goals established in the City of Atlantic Beach Comprehensive Plan, all designated public beach access points shall feature standard elevated dune walkovers constructed in accordance with FDEP Coastal Construction Control Line (CCCL)guidelines. These structures serve as essential public infrastructure designed to preserve primary dune integrity, protect native stabilizing vegetation, maintain continuous storm-surge barriers, safeguard wildlife, and afford safe, equitable access to the shoreline.” Staff Requests Direction on authorization to draft an ordinance incorporating the proposed policy codification language into the Municipal Code.
