Our office remains focused on maintaining momentum across key programming, infrastructure, environmental, and intergovernmental projects. City Manager Community Updates and related Links are available on the City's website and official digital channels. 2880 Mayport Road: Staff continues to negotiate with the representative of the prospective DG Market developer after transmitting an early draft agreement to the City Commission. The matter is tentatively scheduled for Commission consideration on October 26, although November 9 is likely to be more realistic. Prospective update to Chapter 23 — Protection of Trees and the Natural Environment. Staff is continuing to prepare the ordinance for City Commission upcoming consideration. Tree Conservation Spending Plan. Staff is preparing a $350,000 FY 2026-27 spending plan for the City Commission's upcoming consideration. Weathering the Storm: During what may be the most substantial rainfall event in Atlantic Beach since the historic 2015 flooding, our Public Works team and stormwater infrastructure performed exceptionallywelL Continuous monitoring, proactive maintenance, and active drainage basin management ensured that runoff cleared efficiently across the city. Thanks to our team's tireless dedication and recent system upgrades, most street -level ponding dissipated rapidly, keeping our community safe and minimizing widespread flood impacts. This exchange with a grateful resident tells a great story. Trouble spots included, but were not limited to, Beaches Town Center, Atlantic Boulevard, and Mayport Road. Dutton Island Preserve remains intermittently closed due to king tides. We are continuing to message a safety advisory about the risk of falling trees and branches. Big Win: Dutton Island Road Multi -Use Path. The City's capital improvement efforts received a huge boost with the inclusion of the Dutton Island Road Multi -Use Path in the City of Jacksonville's FY 2027-28 Capital Improvement Plan. Special thanks to consulting firm The Southern Group and City Engineer Steve Swann for helping secure this win for our community! Marsh Oaks Community Center Mural Project: The Call for Artists is now closed, and proposals are under review. We expect to select a muralist by October 16, with plans to complete the patriotic artwork on the back wall of the Marsh Oaks Community Center in time for the November 11 ribbon -cutting. Hiring Freeze. As an update to my Sept. 28 memorandum on this topic: Vacancies. We have five critical positions to recruit: three in the Police Department (police officer, emergency communications officer, and animal control officer); assistant to the city manager / deputy city manager; and a Public Works streets maintenance worker. • Parks and Recreation Divisions: The Parks and Recreation divisions are now under the City Manager's Office's domain and will be assigned to the incoming No. 2 position in the City Manager's Office. This memo details the Oct. 1 shift. • Regional Comparison and Clarification. Regarding a September 28 Commission meeting discussion: Neptune Beach has not instituted a total hiring freeze; rather, its city manager is temporarily filling only essential positions -- matching Atlantic Beach's recent approach before the hiring freze. Direct comparisons between municipalities are highly nuanced (for instance, Neptune Beach's starting entry-level wage for Public Works is $25/hour). Stormwater Master Plan: Staff has drafted an updated work plan incorporating Commission and Environmental Stewardship Committee feedback for consideration of approval at the Commission's Oct. 26 meeting (moved from the Oct. 12 queue). The RFP for engineering services will issue upon the work plan being approved by the City Commission, along with receipt of the final Hazard Mitigation Grant contract from FDEM, targeting a launch by year-end. FY 2026-27 Expenditure Rationalization. A budget realignment summary for FY 2026-27 has been published, detailing the city's structural cost-containment measures and $500,000 contingency reserve. The document outlines immediate workforce reductions, key leadership salary cuts, and long-term attrition plans to reduce municipal expenditures. It also highlights inherent operational risks and direct service reductions, including delayed maintenance, slower administrative response times, and reduced upkeep of public grounds and infrastructure. Budget documents are published at www.coab.us/budget. Amendment 3 Education: City has published a Community Education and Public Information landing page. The City of Atlantic Beach provides this educational page to assist residents in understanding the background, proposed changes, and potential fiscal impacts of Amendment 3, which appears on the November 3, 2026, statewide general election ballot. Amendment 3: Oct. 7 Beaches Watch Meeting. Here's the video and the Beach Gazette coverage of it. The Jax Chamber has taken a position against Amendment 3, rooted in these key points: A draft of a full policy position is available here. Here's the chamber's summary: "Florida is facing an affordability crisis as housing, rent, utility, and other costs continue to rise. Addressing this challenge requires a comprehensive approach that provides tax relief for homeowners, renters, commercial property owners, and businesses. Although 2 well -intended, Amendment 3 benefits only homeowners and could leave others without relief- or facing higher costs. The Jax Chamber therefore opposes Amendment 3 and believes the Florida Taxation and Budget Reform Commission, which convenes next year, is the appropriate forum to evaluate Florida's tax structure and develop a comprehensive solution for everyone. " City of AB Education: In addition to the budget realignment summary, please abundantly share the information atwww.coab.us/Amendment3 and this one -pager with your constituents. Heartfelt Gratitude from Fleet Landing. It was a true privilege to attend the Citizen Police Academy graduation this week. During the ceremony, residents from Fleet Landing presented Chief Gualillo with this card filled with deeply heartfelt and kind handwritten messages. Celebrating Success: We are proud to share that Atlantic Beach's Jack Russell Park has been selected to be profiled in the Florida Recreation and Park Association's 2026 Facility Showcase. Please join us in congratulating Recreation Division team members Veronica Richard and Jordan Leslie for their successful application and dedication to highlighting our community's high- quality public spaces. The park will be featured on the FRPA website and in the Winter 2026 edition of the FRPA Journal. Upcoming Dates and Events (www.coab.us/calendar and www.coab.us/events) Oct. 14: Beaches eBike meeting, 6 p.m., Jacksonville Beach City Hall. • Oct. 15: Discover Howell Park, an interactive guided nature walk, 6 p.m. • Oct. 17: Family Fun Day and Campout Under the Stars, Jack Russell Park. • Oct. 30: Atlantic Beach Police Department "Not -So -Scary Haunted House" and multi - department Trunk -or -Treat at Jack Russell Park. • Nov. 11: Veterans Day Ceremony at Beaches Veterans Memorial Park (9 a.m.), followed by the Marsh Oaks Community Center and Community Garden ribbon -cutting and reception. • Nov. 21: Atlantic Beach Music Festival, 5-10 p.m., Jack Russell Park. CITY OF ATLANTIC BEACH Mission The place to be -- through exceptional public services. 2040 Vision In Atlantic Beach, we have a strong sense of belonging and safety. Our citizens and government care deeply about community character, and we understand that unified support is required to preserve it. We are graced with the functional beauty of our beach, our marsh, and our tree canopy. Our shady streets and multi -use paths connect our welcoming neighborhoods and vibrant local businesses. Our city supports our diverse, multigenerational, socially linked community with green spaces, active lifestyles, parks, and programming. 3 /0/AZ/20,Z4 - 1, L&41V "M - e , UPDATED County Homeless Services NOT available to the Beaches Presented by Beaches Homeless Coalition, 9/10/26 At the time of the 2026 HUD federally mandated Point -In -Time (PIT) Count, a high percentage of the Duval County unsheltered" homeless (334) were counted at the beaches. There is no shelter at the beaches. The below listed County programs for the homeless are not supported, or are underfunded, at the beaches. While police departments for the beach cities are responsible for enforcing their own respective ordinances, a significant amount of our property taxes go to Jacksonville to support County services. In addition, two beach cities also pay for JFRD services. This list does not address funding streams for these programs; partner involvement; whether the programs could be made available on as "as needed" basis; or how beach cities & police departments might effectively coordinate with JFRD, JSO, or COJ. It is also not a discussion of the Interlocal Agreement that addresses County services for the beaches. FIGURE Duval County fl 737 ; 34:: t HEt:I" UNSHELTERED (Changing Homelessness Website) JFRD PATH Program: The Jacksonville Fire and Rescue Department (JFRD) PATH (Providing Assistance in Transition to the Homeless) program is a 24/7 outreach initiative launched in late 2024 to connect unhoused individuals in downtown Jacksonville with shelter beds, transportation, and vital health services. To be eligible for this federal program, an individual must homeless or be at imminent risk of being homeless and be living with a serious mental illness or co-occurring substance use disorder. The COJ website reports PATH team activities were always meant to be countywide.** 1 JSO Co -Responder Program: Since 2020, the Jacksonville Sheriffs Office (JSO) has been responding to mental health crises across the city through its "Co -Responders" program. This program pairs crisis - trained police officers with licensed mental health clinicians to safely handle and de- escalate behavioral health calls. The program has grown significantly over the years. In May of 2025 it was reported that each of the six districts has a team of two officers and a clinician (May 2025, News 4Jax). Blight Abatement Programs The JSO Blight Abatement Unit was formed to partner with the community to remove litter and neglected items. This includes homeless encampments. This unit is in charge of inspecting, mapping, and developing plans for improvement for properties of blight. It focuses on enforcement actions like notices to vacate, trespass cleanups, and scheduling property maintenance alongside the Florida Department of Transportation. Multiple COJ Departments & partners also address blight. Between January 2024 and June 2026, the City of Jacksonville tracked and successfully addressed 1,293 blight - related issues across the city, averaging more than 40 resolved issues each month. Cleanup efforts focused primarily on illegal dumping, as well as the removal of abandoned homeless encampments, general trash, storm debris, and graffiti. Homeward Bound Program: The Homeward Bound program is funded through JSO seizures and administered by Downtown Vision. It provides resources for individuals to return to their home community, where they can be closer to family and friends who can provide the needed support. After candidates clear a background check by JSO, they are assisted to obtain a Florida ID and travel arrangements, and there must be confirmation that someone will meet them at their destination. In February 2026, JSO reported that more than 800 people have taken advantage of the program since the public ban on camping took effect in October 2024, traveling to 49 states. Mission House gets a very small amount of funding, and the beaches get no support from JSO on background checks. " Unsheltered are those whose primary nighttime residence is a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings. Sheltered are those in a temporary, supervised public or private facility designed to provide short-term living arrangements. ** hftps://www.iacksonvilie.qov/welcome/featured-news/city-of-Macksonvilie-update-on- home less -outreach -efforts -0 1 -09- 2025#- --text= PATH %20Team%20and%20area%20shelters.. up%20healthcare%20costs %20for%20evervone. 2 BHC -Supported Outreach Events March 2023 - August 2026 Date Event Place Number, Pets, Showers, Kids, Haircuts 3/31/23 Compassion Night Community Presbyterian Church 30 8/26/23 Compassion Night St. Paul's by the Sea Episcopal 30* 9/10/23 Movie Matinee Beaches Vinyard Church 45 10/29/23 Jaguars Watch Party Community Presbyterian Church 30 12/15/23 Compassion Night First Christian Church of the Beaches 49 12/24/23 Cold Night Shelter St. Paul's by the Sea Episcopal 75* 12/25/23 Christmas Breakfast Beaches Rescue & Recovery N/A 12/25/23 Christmas Dinner Beach Church Jax N/A 12/30/23 Cold Night Shelter St. Paul's by the Sea Episcopal 20 1/16/24 Cold Night Shelter St. Paul's by the Sea Episcopal 54 1/20/24 Cold Night Shelter Palms Presbyterian Church 80 1/22/24 Cold Night Shelter St. Paul's by the Sea Episcopal 75 1/26/24 Compassion Night Community Presbyterian Church 64 3/16/24 Compassion Night St. Paul's by the Sea Episcopal 63 3/31/24 Easter Breakfast Beaches Rescue & Recovery N/A 3/31/24 Easter Lunch First Baptist of Atlantic Beach 35 4/12/24 Compassion Night First Christian Church of the Beaches 58 5/2/24 Compassion Night Community Presbyterian Church 54 6/22/24 Compassion Night St. Paul's by the Sea Episcopal 79 7/26/24 Compassion Night Community Presbyterian Church 100 8/5/24 Evacuation COJ Landmark Middle School 50 8/9/24 Compassion Night First Christian Church of the Beaches 96 8/23/24 Dinner & Gospel Concert Revival Center/Roberts Mt.
