CITY OF ATLANTIC BEACH, HELD AT THE CITY HALL, APRIL 30, 1974, 8 P .M.

The meeting was called to order by the chairman, Mr. Robert L.
Wardrep who introduced the newly appointed member, Mr. Harold Mullins.
Mr. Mullis has been appointed for a four year term to replace re-
tiring and hard working member, Glover Weiss. Mr. Wardrep recommend-
ed that a letter of thanks be sent to Mro Weiss .
Mr. Wardrep briefly informed Mr. Mullins of the Boards problems and
goals . At the present rate of growth for the greater Jacksonville
area, within ten years there will be little, if any, undeveloped land
east of the intracoastal waterway. It is our purpose to see that
this land is put to the best possible use for all of the residents of
Atlantic Beach. Among the programs that we have devised, we have
worked or city maps to plot who owns what land and how we can best
have this land developed, if at all .
An election of officers was held. Jan Tierney nominated Robert
Wardrep to serve as Chairman. This was seconded by Betsy Pace and
so carried. Also elected were : Vice Chairman - Jan Tierney;
Secretary --• Mary W. Pace.
A review of the density ordinance was held. While a ratio of 20/
acres seemed to be rather high, there was public sentiment against
10/acres ratio . at the last two City Commission meetings . The Board
felt that another tool to control density was needed. Mayor Howell
suggested that the Board disregard water and sewage needs of any
development ad interiumas this is not the primary consideration in
land use planning. These considerations may be needed at a later
date, but not initially, Mrs . Tierney suggested that if land usage
is not detailed now, present owners can sell their land to developers
and the City will have little control at that point.
An ordinance was proposed to cover the area of Atlantic Beach now
termed R---C. It will cover all areas listed in Section 28-9 re :
uses in "C" District. There will be no building permits issued other
than allowed in R-A, etc. , or R-B in the City Code . This will allow
single or double homes only. Presently in "C" there may be four
unit dwellings built if the density per acre is less than 20. There
is no architectural control over such building at this time, as
designated by "C" . The proposed ordinance reads: AN ORDINANCE TO

This ordinance will allow a diversity in relation to planned use as
well as architectural control. The ordinance was moved to be re -
ferred to the City Commission by Jan Tierney and seconded by Betsy
Pace. It was so passed. Mr. Robert Vogel will have the wording
and legality determined by City Attorney Oliver Ball.
Mr. Wardrep suggested that the Board consider the need to appraise
mobile homes on single lots in the city. Mr. Vogel brought up the
comment that the fire protection requirements are not met by mobil
homes, but suggested that an in-expensive system could be required
to protect occupants. It was suggested that outbuildings and por-
ches, etc. , could be limited by the City Code. Perhaps, the re-
quirement of two lots per home could be considered. It was pointed
out that this is the only type of housing economically available to
many families. Jan Tierney pointed out the fact that ten years a-
bout does in a mobil home, and Betsy Pace stated that they look
ugly long before that in some cases. Robert Wardrep suggested that
the Board study this matter and physically visit the areas of the
City in which such housing would be used.
Betsy_ Pace suggested that for future reference it would be helpful
to have guidlines of past Board decisions set down succinctly aside
from the minutes. This would enable the members to quickly peruse
items: i.e. density at Fox Gardens,the number of parking spaces at
a shopping center, the play area at the lagoon developement by the
Bulls. It was determined to devote some meeting time each month to
provide such a chronological tool.
Jan Tierney questioned the size of a Kaye Realtor sign on East Coast
Drive. Robert Vogel reported that he had already contacted said
company about acceptable sign.
The ever running discussion re: nuisance dogs running loose in the
City was again discussed.
The meeting was adjourned by Mr. Wardrep.

1. An ordinance to repeal Chapter 28-11, Chapter 28-11. 1 of the
Code of the City of Atlantic Beach, entitled Zoning:
"All property now zoned under 28-11, 28-11. 1 will be considered
P.U.D. when three (3) or more living units in one building
are applicable. "
