02-24-72 v 1 Minutes of the Regular Meeting ADVISORY PLANNING BOARD of The City of Atlantic Beach, Florida February 24, 1972, 8:00 p.m. PRESENT: Mr. Bob Wardrep Mrs. Jan Tierney Mr. Glover Weiss Mrs. Mary Pace, Members AND Mr. Bill Fogg, Commission Coordinator Mr. R. C. Vogel, City Manager ABSENT: None Mr. Vogel presided at the meeting. Introductions were made. Mr. Wardrep moved that Mrs. Woods serve as secretary to the Board, seconded by Mrs. Tierney and carried. Mrs. Pace suggested as a first matter of business the Board should define the goals, priorities and achievements to be sought by the Board. It was agreed among the members that the primary function of the Board would be to try to guide the development of the community in a manner that would be consistent with the wishes of the majority of the citizens. Mr. Vogel said that professional help was available from the Jacksonville Area Planning Board if the Board felt that this was necessary. The primary functions of the Planning Board are set up by the Code of the City of Atlantic Beach in Chapter 2, Article III, entitled Advisory Planning Board and the members agree that they should familiarize themselves with the powers and duties outlined in this Article. Each member was furnished a copy of this Article. There shall be a regular meeting once a month on the fourth Tuesday. Special meetings shall be called with not less than 24 hours notice. Minutes of the meeting shall be approved by the Planning Board members prior to submission to the City Commission. After some discussion, the Board decided to defer the appointment of a chairman until the next regular meeting. In the interim, the members plan to confer with each other and accumulate some ideas to be presented at the next meeting. 2� Ft or n chnrt rrnnora1 r7i cnnccinn montinrY was arliniirnc3a MINUTES 2/14/72 iPage 4 Resolution No. 72--9 requesting that sewer bonds and coupons redeemed during 1971 be burned was read in full by Mayor Howell. Mr. Rosborough moved that Resolution No. 72-9 be approved, seconded by Mr. Minton and carried. Copy of Resolution No. 72-9 is attached hereto and made a part hereof. Resolution No. 72-10 requesting that utility revenue bonds and coupons redeemed during 1971 be burned was read in full by Mayor Howell. Motion that Resolution No. 72-10 be approved was made by Mr. Fogg, seconded by Mr. Minton and carried. Copy of Resolution No. 72-10 is attached hereto and made a part hereof. Mr. Speed introduced Mr. Bliss, Consultant on pension plans for municipal government systems, and asked if he could be put on the February 28th agenda to present his pension plan to the city for consideration. It was so agreed. Mr. Rosborough asked that the following people be appointed to serve on the Advisory Planning Board for the terms designated: Mr. Bob Wardrep, 4 years Mrs. Joe Tierney, 3 years Mr. Glover Weiss,, 2 years Mrs. Peter Pace, 1 year Mr. William Fogg, Commission Coordinator Mr. R. C. Vogel , City Manager Mr. Minton moved that the above be approved as members of the Advisory Planning Board, seconded by Mr. Speed and carried. The City Manager was asked to send letters to each of the above notifying them of their appointment and thanking them for their services to be rendered_ • There being no further business, the Mayor declared the meeting adjourned. Item (k) which deals with "planning, replanning, improve- ment and redevelopment of the city" merits the immediate attention of the reactivated Advisory Planning Board in light of the readiness of the Jack- sonville Area Planning Board to assiste Atlantic Beach with development plans in the months ahead.
