MINUTES OF THE COMMUNITY DEVELOPMENT BOARD
OF THE CITY OF ATLANTIC BEACH, FLORIDA
January 19 , 1993

Chairman Gregg McCaulie, called the meeting to order and asked
for approval of the minutes from the meeting of December 15 , 1992 .
Upon motion duly made and seconded said minutes were approved.
OLD BUSINESS :
I . Application for Variance filed by Mary Dorsett and Martha
Fischer to construct a garage addition which will encroach the
setbacks on property located at 1070 East Coast Drive.
Kenneth Gaskill , builder for the applicants , introduced himself to
the board and explained that an alternate plan was submitted to
construct the garage adjacent to the existing single car garage .
He presented letters to the board from neighbors stating their no
objection to the construction. Ms . Fischer and Ms . Dorsett also
introduced themselves to the board as the owners of the property .
After discussion, Mrs . Fillmore moved to approve the variance and
Mrs . Gregg seconded the motion.
After further discussion regarding similar applications and that
the construction of a carport rather than a garage may be more
favorably received by the board the application was unanimously
denied.
NEW BUSINESS :
I . Application for Variance filed by Jay J . Manning to construct
screened enclosure for a hot tub which will encroach the rear
cback requirements for property located at 2234 Oceanwalk Drive
West ;
Mr . Jay Manning introduced himself to the Board and explained that
the variance was requested due to health problems of his wife . He
submitted letters from neighbors expressing their approval of the
construction.
After discussion Ms . Gregg moved to approve the variance. Mr .
Frohwein seconded the motion and the variance was granted by a vote
of 3 - 2 .
II . Application for Variance filed by Michael J . and Cynthia W .
Grossberg to construct a residence that exceeds the building height
restriction for Lot 9 , Ocean Breeze .
Mr . Grossberg introduced himself to the board and explained that
the variance was requested to construct their home on a lot that
was lower than surrounding lots . He submitted to the board
additional data regarding the construction.
After discussion, Mrs . Pillmore moved to grant the variance, Mrs .
Gregg seconded the motion and the variance was approved by a vote
of 3 -Oillikl.I . Application for Use-by-Exception filed by G. David Paul to
operate a tavern selling alcoholic beverages in a Commercial
General zoning district for property located at 1079 Atlantic
Boulevard.
Mr. Paul introduced himself to the board and explained that it was
his wish to establish a "Cheer ' s" like atmosphere at said location.
After discussion regarding the closeness of the proposed business
to a residential neighborhood, Mrs . Gregg moved to recommend to
the City Commission that the Use-by-Exception be denied. The
Chairman seconded the motion and it passed by a vote of 4 - 1 .
There being no further business to come before the board the
