07-17-73 v MINUTES OF THE ADVISORY PLANNING BOARD OF THE CITY OF ATLANTIC BEACH HELD AT THE CITY HALL, JULY 17 , 1973 AT 8 : 00 P.M. PRESENT: Mr . R. L. Wardrep, Chairman Mrs . Mary Pace Mrs . Jan Tierney Mr . Glover Weiss , Members AND : Mr. R. C. Vogel , City Manager ABSENT: Mr . F . W. Fogg, Commission Coordinator The meeting was opened by the Chairman and the first item for consideration was a request from Elm Investors for the approval of a Planned Unit Development on Mayport Road. The development is planned to be a combination of 88 living unit apartments and commercial establishments including a Hardee ' s hamburger restuarant on Mayport Road , the property is approximately 7 acres of land with 458 feet on Mayport Road and has a depth of 674 feet. The site plan for the development was presented by Mr. David MaCulley and he outlined that this is the same land that was rezoned approximately 2 years ago for Mr . Herbert Jost. The Board after reviewing the plan and discussing the density, off-street parking and other pertinent details was satisfied that this was the highest and best use for the land, voted unanimously to recommend that the Commission approve this P .U.D . The application of Mr . Howard D. Hann to rezone industrial property for the purpose of constructing multi-family apa=tments which was denied by the City Commission at the July 9 meeting with a recommendation that it be placed under P.U.D. The Board ' s response to this action was a recommendation that the industrial zoning be maintained solely for industry. The next application for P .U .D. presented by R. W. Maxwell for construction of a motel on the southeast corner of Ardella and Mayport Roads in Atlantic Beach. The plan presented indicated 8 units of about 400 square feet each which featured a kitchenette , dining area , living area , bedroom and bath. The Board after reviewing the plan determined that although this was called a motel , it could a:2adily be converted without alteration to an apartment house and as such the density ratio would be approximately 60 units per acre . The Board voted to recommend that the Commission deny this application as submitted, however, they did suggest that with City Commission concurrence the owner be notifyed that if the kitchen and dining facilities are removed and a true motel design is re- submitted, the Board would take it under consideration . 2 The Board then entered into a discussion about the need for rezoning in Section H for the purpose of reducing the potential high density that "C" zoning allows in the entire area. It was decided that each Board member design a zoning map for submittal at the next meeting , and from this with further study, a plan could be developed to submit to the City Commission . There being no further business , the Chairman declared the meeting adjourned.
