BEACH HELD AT THE CITY HALL, NOVEMBER 21, 1972, at 8:00 P. M.

The meeting was called to order by the Chairman, Mr. R. L. Wardrep.
The minutes of the October 17 , 1972 meeting were read by Mrs. Jan
Tierney and approved.
The Director of Public Works reported that the response to the
cleanup has been good by the majority of the people attending the
previous meeting and several truck loads of debris have been
hauled away. He also reported that he had barricaded the ease-
ment referred to in the minutes of the last meeting.
It was decided and recommended that the City hold in abeyance the
condemnation process for the lot cleaning until the spring of the
next year. This will give the owners an opportunity to clean up
prior to the regular lot cleaning notification each year.
The Chairman, Mr. Wardrep, recommended that the Royal Palms Sub-
division citizens be encouraged to activate a community spirit and
clean up blighted areas in Royal Palms. He also indicated he
would contact the "HUD" office in Jacksonville about cleaning up
Dorothy Circle.
The subject of street lights in the Donner Area was brought up and
the City Manager was requested to make a survey of the need for
adequate lighting.
Mr. Ernest Del Rio requested that the City allow him to construct
four additional houses under the old Ordinance of a minimum of
1050 square feet. This request was based on the fact that the
entire area, including seventeen residence under construction at
this time, have this minimum standard. He also promised that he
would upgrade the elevation of the units now under construction
by using an engineered pre-fabricated truss type roof. The Board
unanimously recommends that the Commission authorize this variance
with the understanding that elevation be varied on the new as well
as the existing permits.

The Advisory Planning Board recommends to the Commission that
every effort be made to induce the State Road Department to
install sidewalks on the East side of Mayport Road from Atlantic
Boulevard to Church Road.
The subject of dogs scattering garbage and making a nuisance of
themselves was discussed. The Advisory Planning Board recommends
that the Commission change the existing Ordinance and include
provisions that will prohibit dogs running loose on the streets of
Atlantic Beach, and also include a system of fines to violators
that will be costly thereby encouraging compliance with the
Ordinance.
