SUBJECT: Official Adoption of the Atlantic Beach Comprehensive
Plan
When the Comprehensive Plan enters the adoption process pursuant
to the Local Government Comprehensive Planning Act , it should fol-
low the basic steps listed below.
1 . The Advisory Planning Board should hold one or more well-adver-
tized public hearings on the Comprehensive Plan and make changes ,
if any, to the Plan as a result of the hearings .
2 . The Advisory Planning Board should send the Comprehensive Plan
to the City Commission with their recommendation regarding its
adoption.
3 . Prior to the City Commission ' s holding public hearings on the
Plan, they should simultaneously submit the Plan to the
Florida Division of State Planning and the Northeast Florida
Regional Planning Council for the required 60 day review.
(The Coastal Zone Protection Element should be sent to the
Florida Bureau of Coastal Zone Planning . )
4 . When the State and Region have responded , the City Commission
must answer the response within four weeks and cannot adopt
the Plan until at least two weeks after replying . Consequently,
when the City Commission does reply, it should simultaneously
advertize for public hearings pursuant to the LGCPA. (The
process will have required the City to set a hearing date
when they first submit the Plan for State review. )
5 . The City Commission at their public hearings on the Plan must
make part of the record of the proceedings all of the comments
from the State and the Region , the City ' s response , and any
comments from people at the hearing .

6 . The City Commission may then change the Plan , if they wish,
and adopt it by majority vote of the total membership, regard-
less of any adverse or favorable comments that may have been
received from anyone including the State and Region .
7 . After adoption a copy of the now official Plan must be sent
to the Florida Division of State Planning and the Northeast
Florida Regional Planning Council .

6 of the manual entitled "A Local Officials Guide to the Local
Government Comprehensive Planning Act". A copy is available in
Bob Vogel ' s office . Your attention may also be directed to
Appendix "B" of that same manual which is the LGCPA, Sections
163 . 3161 to 163 . 3211 , Florida Statutes , which correspond to
Chapter 75-257, Laws of Florida. You may be more immediately
interested in the details of Section 163 . 3181 , "Public partici-
pation in the comprehensive planning process ; notice". This
appears on the last page of Appendix "B" .
