04-15-73 v MINUTES OF THE ADVISORY PLANNING BOARD OF THE CITY OF A^LANTIC BEACH HELD AT THE CITY HALL, APRIL 15 , 1973 AT 8 :00 P.M. PRESENT: Mr. R. L. Wardrep. Chairman Mrs. Mary Pace Mrs. Jan Tierney Mr. Glover Weiss, Members AND: Mr. R. C. Vogel, City Manager Mr. F. W. Fogg, Commission Coordinator The meeting was opened in due form by the Chairman, and the minutes of the previous meeting were adopted as read. The first item under consideration was the request of -._ Mr. Kelly Amber for a Planned Unit Development on Mayport Road between Saratoga Circle North and Saratoga Circle South. This was a carry over from the last meeting, and after much discussion the Board recommended to the City Commission that the plan be approved limited to an institutional type enterprise that is not a nuisance and the chief characteristic of which is a service to the neighborhood. Next, Mr. Kauffman and Mr. Joseph appeared before the Board with their request that a two family house be permitted on the Southwest corner located at 10th Street and Ocean Blvd. The reasoning for this request for justification is predicated on the unusually large size of the lot as compared to the surrounding lots. The chief discussion was centered around the legality and precedent setting exceptions that would be created if this were allowed. After lengthy discussion, the Board voted to refer the item to the Commission with the Board's recommendation for approval, however, the next item to be considered was a similiar request from Mr. and Mrs. H. C. Pierson. The Piersons own Lots 1, 2 , and 3 , Block 1, Atlantic Beach which is directly south of the unnumbered lot owned by Mr. Kauffman and Mr. Joseph. The Piersons requested that they be allowed to use lots 1 and 2 for a two family dwelling with a single party wall. This concept would not destroy the basic intent of the Zoning Code, and the only variance would be sideline set back between the two houses. The two requests became welded into a single discussion and a proposal emurged that could possibly satisfy Code requirements and Commission approval by increasing the Kauffman, Joseph building sight by them purchasing from the Piersons Lot 1 or a portion thereof. The Piersons in turn could retain a portion of Lot 1 and develop their two family unit on Lots 2 and 3. M A Mr. Wardrep suggested that the parties involved get together and resubmit a revised proposal to the Planning Board, and if they were successful in negotiating a plan essentially as discussed, Mr. Wardrep statedthat he would call a special meeting prior to the next City Commission meeting so that the Planning Board could review the plan and submit a recommendation to the City Commission. The next item presented was the letter from Mr. John W. Roberts, in which he requested permission to move a mobile home onto his property on Main Street in Section H. He stated that he would like to construct his own homestead on this pic perty and if he was allowed to live in the mobile home it would be more convenient for him to work on the construction of his home. The Board after discussion, voted not to allow this variance and asked the City Manager to so advise Mr. Roberts by letter. There being no further business the Chairman declared the meeting adjourned.
