05-21-74 v MINUTES OF THE REGULAR MEETING OF THE ADVISORY PLANNING BOARD OF THE CITY OF ATLANTIC BEACH, HELD AT THE CITY HALL, MAY 21 , 1974, 8 : 00 P.M. PRESENT: Robert L. Wandnep, Chairman Hanatd MuLtins Many W. Pace, Memben6 EXCUSED: Jan Tierney AND: R. C. Vogel, City Managers The meeting was called to order by the chairman, Mn. Wandrep. The minutes oL the April 30, 1974 meeting were approved as cincuaated. The Board was advised that the proposed change in the density/acne ordinance was not passed by the City Commission, but that the recommended ordinance re: Repeat os Chapters 28- 11 and 28- 11 . 1 wilt be read Lon the second time at the next Commission meeting and a Pubaic Heanina wilt be had on this on June 10, 1974, prion to Linat vote by the Commission. The Board considered a request Lon a zoning variance in Section "H",, Lots 1 and 2 BLockz 244 which is Located at the cornet ob Levy Road and Main Street. Mn. and Mns . O. P. The area has been inspected by Board memben6 since the Last meeting . Mn. Vogel again stated that mobile homes do not meet the City Building Code 6aLety nequinements . Mn6 . Pace reviewed recent newspaper accounts oL mobile home destruction in tornadoes in south Georgia and north FLonida, most recently on May 12, 1974 in Mandarin. Discussion was held eoncenning the new state 6abety taws ne: anchoring . This Law went into eLLect January 1 , 1974 . Mn. Wandrep Lett that this wilt help to control natural disaster damage to mobile homes . The various abuses by mobile home owners in neighboring communities was discussed. It was suggested that contnots could be put on mobile homes in the area oL owner- ship, outbuildings and other Leatures . The obvious need Lon this economic Level oL housing was discussed. Mn. LANDOWNERS MUST NOT INSTALL MOBILE HOMES FOR COMMERCIAL SPECULATION. 2 . THE MOBILE HOME MUST MEET STATE AND CITY REQUIREMENTS. 3 . THE MOBILE HOME MUST HAVE REQUIRED FOOTING AND SKIRTING . 4 . EACH SITE MUST BE PROVIDED WITH SEPTIC TANK CLEARANCE AND PAID CITY WATER HOOKUP, WHERE AVAILABLE. The above as so moved by Mn. Muttins and seconded by Mn.. Wandnep. The vote was 2- 1 with Mts. Pace dissenting . Mr. Mutt.ins moved: THE REQUEST FROM MR. AND MRS . O . R . BRADDOCK, Jr. FOR A VARIANCE TO PERMIT A MOBILE HOME ON THE PROPERTY DESCRIBED ABOVE SHALL BE GRANTED. The motion was seconded by Mn. Wandrep and cannied 2- 1 with Mts . Pace dissenting . The proposed appt.icat.ion by Beach Btvd. Homes Sates , Inc. to develop the A/K/A-Lowe Fanm area (presently C- i ) under PUD to be known as Magnolia Apartments was cons,idened. The proposal plans to build 480 rental units with a density os ten units pen acne. The S.irst bu.LLding phase .includes 238 units . ALL ammen.itAes ane to be paid Lor by the developer. Cluster buitd.ings with necneational spaces and ecatog-Leal pneservat-l.on .is planned. It was moved by Mrs . This trailer consists of tie-downs, skirting, and a fenced in yard. It will be on the Northast Corner of Lot No. 1 and 2 block 244. section H. I will also need a permit for a septic-tank and a permit for a electrial hookup including a pole. I am already supplied with City water.
