CALL TO ORDER: The meeting was called to order by Chairman George Bull,Jr. followed by the pledge to the flag. Roll Call Present: George Bull, Jr. , Chairman Marjorie Dunson Alan Potter Allen Salfer Jerome R. Strayve, Members And: Claude L. Mullis, Counsel to the Board Adelaide R. Tucker, Secretary Absent: Willie E. Davis, Excused absence Fred Mills, Unexcused absence Approval of Minutes of March 14, 1985 The motion to approve the minutes of March 14, 1985 was moved by Allen Salfer, seconded by Jerome Strayve, and carried unanimously. Recognition of Visitors and Guests- None New Business A. Introduction of Miss Suzanne Bass, Prosecuting Attorney for the City. Mr. Richard C. Fellows, City Manager introduced Miss Bass to the Board and was officially welcomed by the Chairman. Miss Bass expressed her pleasure for being selected to serve as the Prosecuting Attorney to the Code Enforcement Board. Mr. Mullis commented that Miss Bass was from Live Oak, Florida, and served several years as Assistant Public Defender for that circuit. She later served for four or five years with Mr. Ed Austin in the State Attorney's office as a Prosecutor and headed up one of the felony divisions. She retired from that position and is now in private practice. B. Discussion: Procedures in presenting cases to the Board A general discussion was held on the course and routine to be followed in presenting cases to the Board and it was agreed there would be a maximum of three cases presented at one meeting. Mr. Bull stressed the point he did not want the Board to render any decision based on a "Witch- hunt", and he cautioned the Code Enforcement Officer on the matter. The question was raised if the Board members could visit the site of a proposed violator, and Mr. Mullis advised against that. He added the Board members cannot prosecute. They are in a Judicial position, will be impartial, and should sit and hear all the evidence only that is presented to them. Mr. Bull asked for complaints to be signed and Mr. Mullis advised that he did not agree in all instances. No set policy was adopted. PAGE TWO MINUTES JUNE 27, 1985 C. Discussion: City Attorney, on amendment of the law passed by the Florida Legislature 1985 Session, F.S. 162.09 Mr. Mullis explained in detail the proposed amendment to s. 162.09, F.S. Board Members Comments Mr. Bull suggested all Board members read their procedures before the next meeting as the Board would be hearing their first cases. He set the time for the first cases to be heard for July 11, 1985, (the next regular scheduled meeting) .
