Estimate from JEA for Underground Power on Atlantic Boulevard; During this year's
strategic planning sessions, the City Commission expressed a des>re to consider having the
electric lines on Seminole Road from Town Center west of Seminole Road placed underground.
The city contacted the Jacksonville Electric Authority for an estimate, which has now been
received. The estimated cost to move the electric lines underground is $652,000. This does not
include the cost for any decorative street lighting, moving telephone or cable TV lines
underground, or modifications to private buildings that would be necessary as a result of the
change in electric service location. A copy of JEA's estimate, dated July 6, 2007 is attached for
your information.
It would probably be appropriate to discuss any possible Atlantic Beach participation in this
project in connection with the upcoming budget workshops which aze scheduled next month.

The following is an estimate to underground the existing JEA-owned overhea
lines on the north side of Atlantic Blvd. from Seminole Rd. east to AIA. Please

It is important to note that in an effort to cut costs, the estimate includes some
overhead re-work (poles and wires) along Pine St. and Sylvan Dr. between
Sturdivant Ave. and Atlantic Blvd. This allowed a few of the services to be fed
from the side streets and to remain overhead.
The estimate also includes locations for pad-mounted transformers. These
locations will require easements from property owners that have not been
obtained for this estimate. Any adjustment to these locations may require
additional engineering and real estate costs. The estimate includes minimal
costs for real estate acquisition and processing. For projects such as these, JEA
does not pay for easements. If easements must be purchased, it will be the
responsibility of the city of Atlantic Beach to negotiate and secure a settlement.
This estimate also assumes approval by the Florida Department of
Transportation as a permit will be necessary. An FDOT permit was not applied
for in this effort.
As this estimate is not based on a complete engineering package, it is stated that
field conditions may exist that may become more evident once additional time is
spent in planning. Adverse field conditions (existing underground facilities)
may affect the engineering and or construction costs.
Additional engineering will be required to finalize this concept; the estimate
includes 12% of construction costs for project engineering, however engineering
fees could be up to 15%.

It is also important to note the fact that existing street-lighting utilizes JEA-
owned poles that will be removed should this plan be acceptable. The estimate
does not include costs associated with the design and installation of an FDOT-
approved lighting system.
The City of Jacksonville's downtown "historical" light pole and fixture could
possibly be used provided the lighting photometry is acceptable to the FDOT,
and there is room for the foundations in the right of way. However, there is an
issue with continuity, as the FDOT may require the south side of the street be lit
in the same manner. JEA does not serve or maintain any lighting on the south
side of the street. The City of Atlantic Beach would need to coordinate with the
City of Neptune Beach, Beaches Utilities and the FDOT on a streetlight design.
Please see the attached sketch for a basic conceptual plan. Cost estimates
include a 25% contingency adder. Upon completion of engineering and sub-
surface evaluation, construction estimates can be refined.
Overhead work required: $53,100.00
Underground (Including services, all Labor and Material): $502,000.00.
Engineering: $67,000.00
Sub-surface utility investigation survey (estimate): $19,900.00
Real Estate related costs (estimate): $10,000.00
Total: $652,000.00*
*Does not include street lighting or modifications necessary to internal wiring of
services to be converted to underground or other utilities such as telephone and
cable.
