AGENDA ITEM # 4F JANUARY 8, 2007 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Royal Palms Subdivision Infrastructure Improvements Project Preliminary Engineering Report RFP #07-02 SUBMITTED BY: Rick Carper, P.E., Public Works Director DATE: December 28, 2006 BACKGROUND: During Budget workshops for this Fiscal Year, Staff briefed the Commission on the near term need for infrastructure upgrades and replacement in the Royal Palms Subdivision. This subdivision was constructed in two phases in the early 1960's. Many stormwater, potable water and sanitary sewer pipes were located in utility easements between and behind houses rather than in the city right of way as is standard practice today. Many of the stormwater and sanitary sewer pipes are nearing the end of their useful life (potable water system was upgraded in 90's). The City has spent nearly $200,000 for storm sewer point repairs in ~, this area in the last ten years. The intent of the proposed project is to develop a preliminary design and cost estimate to, as much as fiscally possible, move the affected systems from easements into the city right of ~, way and to determine the most cost effective method of rehabilitating piping systems already in the right of way. The cost estimate will be used to ensure sufficient funds are budgeted to complete the project. The Preliminary Design Report will include the following: 1. Executive summary of recommendations; ~. 2. 30% Design Plans; 3. Evaluation of ease of obtaining Environmental Resource Permit; 4. Scope of work to proceed to Final Design; +» 5. Plat map showing property acquisitions (if any) required for the project; 6. Preliminary sizing of piping systems with back-up calculations; 7. Quantity take-off and estimate of probable cost; 8. Estimated construction time; 9. Alternatives to consider for structural BMP's to receive stormwater treatment credit for upgrades; ~. 10. Potential grant sources for funding assistance, along with treatment and load reduction estimates necessary to apply for these grants. AGENDA ITEM # 4F JANUARY 8, 2007 aw The Public Works Department published a Request for Proposals (RFP) for Royal Palms Subdivision Infrastructure Improvements Project ' Preliminary Engineering Report. Thirteen proposals were received. After staff evaluation, the top five firms ' were rated in the following order: 1St -Applied Technology & Management (ATM) ~" 2"d - GAI Consultants 3`d - CDM, Inc. 4th -Bowen Civil Engineering 5th - Eisman & Russo Consulting Engineers RECOMMENDATION: Authorize staff to begin negotiations with the top-ranked firm, ATM, for engineering services for the Royal Palms Subdivision Infrastructure Improvements Project Preliminary Engineering Report.
