BACKGROUND: Last year the City had a Preliminary Engineering Study performed
to determine the most cost effective method for providing drainage
improvements to solve the intersection flooding that occurs along
Ocean Boulevard north of the Ocean & 13th Project area
construction. The proposed solution is to add inlets and pipe the
intersections north to the existing inlets at 16th and Ocean, where
the runoff will flow to the Seminole Road ditch. Additionally, the
project will investigate adding a control structure to the ditch at 17th
Street to provide stormwater treatment for the added drainage
area. The current year stormwater Capital Improvement Program
includes a line item for design and construction of these
improvements.
Staff selected Eisman & Russo, one of the City's General
Engineering Consultants, for design of drainage improvements.
Staff, in consultation with the City Manager, has reached
agreement on the Scope of Services and Fee proposal attached to
~" this staff report. The Fee proposal is $27,934.71.
BUDGET: The Public Works stormwater Account, 470-0000-538-6300,
includes $350,000 budgeted for this project ~PW0708).
RECOMMENDATION: Staff recommends Commission approval of the Scope of
Services and Fee Proposal for Design of Ocean Boulevard
Drainage Improvements between 14th Street and 16th Streets and
authorize the City Manager to sign the contract with Eisman &
Russo.

Scope of Project
The intent of the project is to provide design and permitting services required to develop plans and
'~'° speciications for the construction of storm drainage improvements to serve the Ocean Boulevard
corridor between 14t" Street and 16t" Street in Atlantic Beach, Florida. The required drainage
improvemen#s may include the removal, installation, and modification of drainage pipes and structures
~,,, and the regrading of existing ditches. In addition, the project may also include miscellaneous work
necessitated by the drainage work, including but not limited to: the cutting, repair, and replacement of
sidewalks, driveways, pavement, and curbs (including curb ramps to ADA standards}; tree removals;
regrading of roadway shoulder areas; water and sewer improvements and adjustments required
~" resolve conflicts with the new drainage; seeding and sodding disturbed areas; the removal and
replacement of fencing, mailboxes, etc, as required by the drainage improvements, and maintenance
of traffic.
Design Services
The Consultant will provide full engineering design and permitting services related to the design of
drainage improvements described in the Scope of Project. The consultant will perform the following
~, services in accordance with the origins! agreement for Miscellaneous Services between the City of
Atlantic Beach {the City} and Eisman and Russo, Inc. (the Consultant}:
1. Review preliminary studies and evaluate the recommended design (connecting to the Ocean
and 16~' Street system and modifying the existing Seminole Road outfall ditch to provide
required treatment), explore alternative designs in coordination with the City, and develop
preliminary plans for the 30% Submittal, based upon the recommended design.
~• 2. Based upon the City's comments on the 30% submittal, prepare design plans and
specifications required for project permitting, bidding, and construction of the required drainage
improvements. The project drawings shall include all plan and detail sheets for the project,
showing pipe sizes, locations, profiles, design elevations and road profles, with sufficient
'~" details to adequately discuss and review the plans and design.
3. Develop Project Design 8~ Permitting Schedules, which shall include: plan and permit
application submittal dates, projected permit issue dates, proposed dates for Pre-Bid meetings,
'"'" prequalification deadlines, advertisement and bid opening dales, and the date of tentative
award, as coordinated with City staff.
4. Provide full permitting services required #o develop complete permit application submittals as
required, including but not limited to: a St. Johns River Water Management District (SJRWMD}
Environmental Resource Pem3it, an Army Corps of Engineers (ACOE} Nationwide Permit, and
a Florida Department of Environmental Protection (FDEP) NPDES permit (as delegated by the
EPA). Consultant shall respond expeditiously to agency requests for additional information
and coordinate closely with City Staff during the permitting process.
5. Coordinate the project design with the Utility Companies that have overhead and underground
,~ facilities within the project area.
6. Develop construction cost estimates to be provided as part of the 60% Design and Final
Design submittals. The final cost estimate shall be accompanied by the construction quantities
computation book.

Proiect Deliverables
1. The City shall be the Owner of final documents.
2. All plan sheets shall be 11 n x 17" in size.
~, 3. At the 30% Design stage, Consultant shall submit the following for review and comment by City
staff: Five (5) sets of Preliminary Engineering Plans, and three (3) copies of the Preliminary
Drainage Report.
4. At the 60% Design stage, Consultant shall submit the following for review and comment by City
staff; Five (5) sets of Engineering Plans, three (3) copies of the Drainage Calculations Report,
and three (3) copies of the 60% Engineers Construction Cost Estimate.
5. At the 100% Design stage, Consultant shall submit the following for review and comment by
City staff: Five (5}sets of Engineering Plans, five (5) copies of written responses to the 60%
review comments, three (3) copies of the Drainage Calculations Report, five (5}copies of the
~.. project specifications, three (3) copies of the 100% Engineer's Construction Cost Estimate, and
three (3) copies of the Quantities Computation Book.
Exclusions
--

1. The recommended design scheme shall be established by the 30% submittal and review.
Efforts related to project redesign or design reevaluation requested or otherwise initiated by the
~ City subsequent to the 30% review are deemed beyond the scope of this agreement.
2. Project boundary and topographic survey will be provided by the City of Atlantic Beach and
therefore is not included in the scope of this design services agreement.
3. Wetland resource environmental services, including wetland identification and mitigation plan
development, are not included in the scope of this agreement.
'~'' 4. Field and laboratory geotechnical services are not included in the scope of this agreement.
5. Landscape design services are not included in the scope of this agreement.

6.
Permit application fees are the responsibility of the City of Atlantic Beach and so are not
included in the scope of this agreement or fee estimate. If, in the event that the Consultant
elec#s to pay permit application fees in order to expedite the permitting process, the City of
Atlantic Beach shall reimburse Consultant accordingly.
Other Conditions
1. The City Public Works Director shall be the Consultant's point of contact for this project. The
Consultant shall maintain contact and correspond with the Public Works Director as
appropriate via telephone, meetings, mail, facsimile, and email. The Consultant shall provide
the Public Works Director with Meeting Notes for elf project design and review meetings as
soon as practical after each meeting. The City Public Works Director shall notify the
Consultant in writing regarding changes to the project that will require modification to the
Consultants work.
2. No work on this project shall be performed until a contract has been executed and a work order
has been issued by the City.
Fee Summary
Our fee for the above Scope of Services is $27,934.71 as outlined in the attached Fee Schedule.
