AGENDA ITEM: Annual Contract for Trimming Palm Trees

BACKGROUND: Bids were opened on December 20, 2006 for a new annual
contract for palm tree trimming. The Bid includes the Atlantic Blvd.
'~' Medians, Town Center and Mayport Road Flyover areas, and provides a
per tree price for other City Departments.
The bid states that Sabal and Washingtonian palms will be trimmed in late
spring, while the Medjool Date palm trimming will probably be scheduled
in July/August. Specifications require trimming palm fronds up to the 9:00
~. O'clock & 3:00 O'clock positions, removing all berry stalks and rotten
boots.
The Specifications authorize two one-year renewals upon mutual
agreement of the City and the Contractor.

Although Core Services LLC provided the low bid, Staff has
concerns due to conflicting references and response time from Kentucky.
Staff checked the references provided by the bidder and also checked
other contracts he listed and received two very good recommendations
'~ (large county contracts) and three negative recommendations from cities.
Core Services has their corporate offices in Kentucky, a Florida office in
Lacoochee and is opening a new office in Naples. They have no facilities
or other contracts in Northeast Florida. Because this contract is also used
to provide services to the Public Utility and Parks departments as needed,
~, lack of a local office would impact service to the City.

• RECOMMENDATION: Award the Annual Contract for Trimming Palm Trees to
Shaw's Tree Service, LLC and authorize the City Manager to sign the
Contract.

~. BUDGET: Total budget for Fiscal Year 06/07 is $1,720 for Atlantic
Blvd. Medians (account 001-5002-541.34-00); $9,000 for Town Center
(account 001-5002-541.34-02); and $12,000 for flyover areas (account
001-5002-541.34-03). The recommended bid price provide a 28%
decrease over the contract for the previous three years.
