AGENDA ITEM # 8B JANUARY 22, 2007 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM; Sidewalk Cross Slope Correction on Rose Street SUBMITTED BY: Rick Carper, P.E., Public Works Director DATE: January 16, 2007 BACKGROUND: At the December 11"' Meeting, the Commission expressed concern over .~ potential impact of Staffs recommendation (summarized below) to fix the cross slope issue on segments of sidewalk on Rose Street. A letter was sent from the Public Works Department to all residents along the affected portion of Rose Street explaining the proposed work. In addition, the Public Works Inspector hand delivered copies of the letter to the affected homes on January 16~' & 17~'. To date, no responses, positive or negative, have been '"' received. Staff proposed to use the City's annual concrete contractor (Gruhn May) to repair the deficient areas on a segmental basis to the limit of funds remaining in the current year budget. Staff expects repairs could be made to all segments with 8% or greater cross-slope and over half of sidewalks with cross-slope between ~„ 5% and 8%. Staff proposed to replace the existing five-foot width sidewalk with afour-foot wide path. Most sidewalks in Atlantic Beach are four feet wide and this has been the city standard for several years. The reduced width will limit the need for knee walls and reduce the amount of sod needed to tie back into existing ground. BUDGET: New sidewalk construction is funded using the Half Cent Sales Tax Fund, 131- 5002-541-6300, Project PW0707, Initial Balance $120,000. Budget estimates for the approved W. 6"' and W. 10~' Street sidewalks totaled $81,400. RECOMMENDATION: Approve Staff use of annual concrete contractor (Gruhn May) to remove ~. existing sidewalk and driveways and construct new four-foot sidewalk meeting cross-slope standards. Copy of Letter sent to affected Rose Street Residents REVIEWED BY CITY MANAGER: January 22nd 2007 Regular Meeting s AGENDA ITEM # 8B JANUARY 22, 2007 Date: January 2, 2007 To: Resident at Rose Street From: Rick Carper, Public Works Director RE: Public Meeting to Discuss Rose Street Sidewalk Improvements In response to requests from residents, the City is planning to remove and replace portions of sidewalks and driveways along the west side of Rose Street to reduce the ~* cross slope which makes these sidewalks difficult to traverse. Construction is expected to begin in mid to late February and to take approximately two weeks. ,~, Portions of driveways within the City's Right of Way that do not match the surrounding sidewalk will also be removed and replaced at no cost to the homeowner. This will result in a change in slope in the driveway, with a shallower slope to match the new sidewalk ~, and a steeper slope behind to match back to the existing driveway. The City will take out only what is needed to complete the project and will not encroach on private property. If your driveway is replaced, you will not be able to drive on it for a minimum of two days ~. in order to give the concrete time to cure. A Public Meeting to discuss these proposed improvements will be held as part of the regular City Commission meeting on Monday January 22°d. The meeting will start at 7:15 PM in the City Commission Chambers at 800 Seminole Road. The City will work diligently to complete the work in a timely manner so you will not be "` inconvenienced more than necessary.
