~,. Continued Traffic Enforcement in Selva Linkside Subdivision; At the last City Commission
meeting on 2/12/07, a resident from the Selva Linkside subdivision said that the Atlantic Beach
Police Department had not lived up to their commitment to provide continuing traffic
~, enforcement in the Linkside subdivision. Specifically, he said that the residents "have not seen
police" in the neighborhood. Attached for your review is a log of all police calls in the Linkside
subdivision for the period of January 1 ~ through February 12~'. During that time, there were a
~• total of 24 traffic stops made on several different days.
Complaints from Resident at 680 Palm Avenue; A resident living at 680 Palm Avenue
appeared before the City Commission at the January 8~' meeting to voice several complaints
about conditions along her street and criminal activity. Public Safety Director David Thompson
met with her a couple of days later to understand her complaints and then worked with various
city departments to get them resolved. Attached is a summary of both their complaints and what
the City has done or will do to address each of them.
Request for Reports of Building Permits Issued; A request was made at the last Commission
meeting to be notified of permits issued for large projects. Attached is such a list. Our intent is to
have these included monthly with the Building Department Monthly Activity Report. If
'"' additional information is needed, please let me know.

Report on Palm Avenue
February 6, 2007
At the January 8, 2007 City Commission meeting, Ms. Janice Gilpin addressed the City
'"" Commission about some problems in her neighborhood. She lives at 680 Palm Avenue
in Atlantic Beach, and she voiced a number of concerns that involve various departments
in the City government. Before she left the meeting, she met with the Police Chief to
"" exchange contact information so that they could meet and discuss these issues. Chief
Thompson met with Ms. Gilpin on the afternoon of January 12, 2007 at her address on
Palm Avenue.
This report is intended to summarize the concerns expressed by Ms. Gilpin, and the
notations in blue fonts are the city staff members' ideas relative to her concerns.
Aesthetics: The City of Atlantic Beach has invested significant funding into
beautification projects around the city. Patin Avenue is it great need of some
beautification. The inserted photographs show that the roadway and the adjacent
properties are unsightly, unkempt, and in need of some attention. The fence at the
intersection of Palm Avenue and Seminole Road is unsightly.
Pudic WoI•la: Public \~Jorks offered to remove the 1-ence, but Ms. Gilpin said that
she would rather- hai~~t the fence and leave it there. Public Worlcs has also agreed
to rel~:~ove .existing, rn~sigi~tly plants, and take over the. maintenance of the area
between the cr~rb and the property li~~e.
2. Maintenance: There are trees and foliage overhanging the roadway, and there is
evidence of erosion on the roadway near the intersection of Seminole Road and
Patin Avenue. Motorists tend to cut the corner and run off of the pavement when
turning from Seminole Road onto Palm Avenue. It would be helpful to place
something attractive near the corners to encourage motorists not to cut the corner.
Public 1~ori~s: Pavement repair patching has been. completed, and tl~e trees and
shrubs around tl~e lights have been trimmed.
;. Lighting: There is heavy foliage, and olily one street light on Patin Avenue. The
foliage blocks most of the light emanating from the streetlight, and additional
streetlights near the parking area at the east end of the street are needed. At the
present tine, people utilizing the parkilig area must do so it the dark, which
sometimes encourages bad behavior.

4. Pedestrians: This roadway is heavily traveled by pedestrians, especially in the
afternoons. Many young people cut through Palm Avenue going to or coming
~„ from Howell Park. The pedestrians and vehicles are forced to share the same
roadway. Additionally, there is no clear delineation of where the public right-of-
way ends and where private properly begins. As a result, pedestrians often walk
~„ through the yards of the homeowners living on this street.
Residents would like to have a sidewalk to provide a safe place far pedestrians,
,~ and they suggested a pedestrian crossing at Palm Avenue and Seminole Road.
Ideally, they would like the sidewalk on the north side of the roadway (across the
street from the homes).

Seminole, if appropriate, ~ti~ill be added after the sidewalk is completed.
Public Safety: Supports the idea of adding a sidewalk to peep the pedestria.~s out
oftl?e road~~~aywith the vehicles. if a sidewalk is added, then adding a pedestrian
crossing at PaII~~ Avenue and Seminole Road would he appropriate.
5. Crime: Ms. Gilpin and some of her neighbors have experienced some criminal
incidents at their houses. Specifically, they have had some burglaries and
attempted burglaries. It is evident that there are some environmental factors that
make their houses more likely targets for burglars as compared to other areas of
the city.
Police DeparUnent: Crime Prevention Officer Tilt'~~y Layson has contacted Ms.
Gilpin io provide gt:idance relative to burglaries. Officer Laysoil will also n9-for
~""" her services to the neighbors and encoura~~e ~~eighbors to take some measures to
reduce their risk of burglaries.
