AGENDA ITEM: Mandalay Park -Proposed Ocean & Seminole Intersection Improvement

BACKGROUND: The current intersection of Seminole Road and Ocean Boulevard is a
safety hazard for vehicles attempting to turn south on Seminole from
Ocean. Also cars southbound on Seminole Road frequently make `high'
speed or late turns onto Ocean, because it is difficult to see the
intersection at night. It is also esthetically deficient because cars and
trucks (mostly) that cannot make the sharp turn frequently cut the corner
causing rutting and preventing grass form growing.
The proposed design improvement will eliminate the very sharp turn to
the south, and will also slow down traffic turning on to Ocean from
Seminole, by virtue of making it a near perpendicular turn. A portion of
the existing road will remain as a one-way leg to minimize impacts to the
driveways for homes at 1639 Ocean Boulevard and 1651 Seminole Road.
In addition, the proposed change places the turn under the existing street
~'' light, providing a more lighted intersection.
Also included as an option in this project is construction of a bike path
section to replace the existing sidewalk along the west side of the park.
Last year Commissioner Waters had requested evaluation of placing a
sidewalk along the east side of the park. Because this area is designated
as Beach Access parking and included on the FDEP accounting for the
16"' Street access, installation of a sidewalk along the eastern side is not
possible without significant tree removal.
The preliminary cost estimate for construction, including the bike path
section and a 25% contingency, is $51,000.
BUDGET: The current year budget contains $50,000 in the Streets Account 001-
5002-541-6300 for Mandalay Park Improvements.
RECOMMENDATION: Staff recommends the Commission approve changes to the
geometry of the Seminole & Ocean intersection as shown in
Option 1.
