Item 4BAGENDA ITEM # 4B APRIL 9, 2007 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Update of Water Distribution System Model SUBMITTED BY: Donna Kaluzniak, Utility Director DATE: March 28, 2007 BACKGROUND: In 2001, Camp, Dresser & McKee (CDM) completed the City's Water Master Plan, including a renewal of the City's Consumptive Use Permit from the St. Johns River Water Management District (SJRWMD). CDM developed a model of the water distribution system to determine needed upgrades. Video and instrument logging of the wells were required as part of the permit renewal, and the wells at Water Plant #4 were found to be in poor condition. Because the water quality has remained high, we have been able to continue using these wells to date. However, SJRWMD has indicated that with our current permit renewal, the City will have to take the wells out of service. City staff discussed repair options with our well contractor, but the wells are small diameter and not a good candidate for rehabilitation. Removing the wells from service will require either decommissioning Water Plant #4 or installing a new well at several hundred thousand dollars. Several changes have been made to the water system since 2001. An update of the original model is needed to help determine the best option. Because CDM performed the original modeling work, staff requested a quote from them to revise the distribution system components, add the demand for expected development, re-run the distribution system model and make recommendations. The updated modeling work can be completed for $26,177. BUDGET: Funds for the work are available in the Water Fund under account number 400-5502- 533-3100. RECOMMENDATION: Award a contract to Camp, Dresser & McKee to update the water distribution model and make recommendations asper the attached Scope of Services in the amount of $26,177. Scope of Services and Price Quotation dated REVIEWED BY CITY MANAGER: AGENDA ITEM # 4B APRIL 9, 2007 SCOPE OF WORK CITY OF ATLANTIC BEACH, FLORIDA WATER DISTRIBUTION MODEL UPDATE PROTECT BACKGROUND The City of Atlantic Beach (City) plans on decommisioning Water Treatment Plant #4 (WTP4). Two planned projects include the redevelopment within the City limits of two residential subdivisions of 500 dwelling units that will replace existing trailer parks. The combination of decommissioning WTP4 and the planned redevelopment will impact the hydraulic conditions within the potable water distribution system. A hydraulic model of the Atlantic Beach Distribution System was developed by CDM using H2ONET® software in 2001. Under this scope of services CDM will update the existing model and calculate impacts of the planned WTP4 decommissioning and redevelopment on the distribution system. SCOPE OF SERVICES TASK 1.0 -DATA COLLECTION AND REVIEW This task provides for the compilation and review of physical and/or operational changes to the distribution system since the hydraulic model was last updated in 2001. SubTask 1.1 -Meeting with City of Atlantic Beach A meeting will be held with the City of Atlantic Beach personnel to review performance criteria. CDM will work closely with the City`s staff to develop the following criteria to be used in the evaluation of the water distribution system: • Design levels of service requirements for potable water customers in the City (minimum pressure at peak flow/fire flow if different than Regulatory requirement of 20 psi) • Peaking Factors • Criteria for assigning fire flows to water customers • Criteria and procedures for hydrant testing • Residential developments planned in the near future • Water reuse opportunities SubTask 1.2 -Data Collection and Review CDM will compile a list of data to be provided by the City to update the model. The list of data to be provided will include the following: • Latest 12 months of customer billing data • Upgrades to the existing pump stations • Digital copes of operating data available through the City`s SCADA system • Monthly Operating Reports for the potable water system from 2005 and 2006, including water quality parameters D-1 scope of Servfces_watermoda~z.aoc AGENDA ITEM # 4B APRIL 9, 2007 Available recent (within last 12 months) pressure recordings and fire hydrant testing data for the potable water distribution system Tank Water levels (plants and booster stations) and flow circular chart data for the three recent highest demand days within the Last 12 months to be selected by CDM An electronic copy of the current potable water distribution system model including all input files TASK 2.0 -WATER DISTRIBUTION MODEL UPDATE This task provides for the update of the existing water transmission and distribution system model based on the information provided in Task 11, with focus in the WTP4 service area. SubTask 2.1 -Customer Data Collection The City will provide CDM with customer billing data for the last 12-month period. Billing data should be provided in an EXCEL spreadsheet type format or other equivalent spreadsheet in which the data can be readily usable. The data provided must include volume billed, property address and parcel ID number. Using a spatial join feature within GIS, CDM will adjoin the existing customer database billing records to the nearest demand node. A manual check of the demand allocation will be performed by CDM. SubTask 2.2 -Update of the Existing Model CDM will import new pipes of 4-inch diameter or greater from the City's GIS database. CDM is assuming that all new 4-inch or greater pipes are included in the City's GIS system. Any pipes which are to be considered which are not included in the City's GIS information are not included in this scope. A maximum of 50 additional pipes are included in this scope. SubTask 2.3 -Model Verification CDM will verify the updated system areas based on the records provided in Task 1.1. The City shall be prepared to run up to five fire hydrant tests within the distribution system. CDM will assist the City staff with the field testing program. The testing program wi11 be very closely coordinated with operations personal, so that they will be aware of test locations. Time pieces on field personnel should be synchronized to the SCADA system clock so that data collected is accurate and representative of actual field data. SubTask 2.4 -Scenario Analysis -Impact of Phasing Out WTP 4 The impact of Phasing out WTP4 will be analyzed in a steady state simulation for Peak Hour Flow and Max Day Demand plus Fire Fiow. Any nodes calculated to not meet the minimum pressure requirements for peak flow or max day plus fire flow will be identified in the technical memorandum. The analysis will include the following scenarios: - Current System Peak Hour - Current System Max Day plus Fire Flow - Decommisioned WTP4 and Redevelopment Peak Hour - Decommisioned WTP4 and Redevelopment Max Day plus Fire Flow D-2 scope of Services_watermodelz.doc AGENDA ITEM # 4B APRIL 9, 2007 TASK 3.0 -PREPARATION OF A TECHNICAL MEMORANDUM CDM will summarize the results of the hydraulic modeling and system analysis in a draft tecluucal memorandum to the City, Five copies of the draft memorandum will be submitted to the City. Upon receipt of the City's comments, CDM will update the memorandum and provide five final copies to the City. SCHEDULE Task Description Schedule 1.0 Data Collection and Review Completed within a month of Notice to Proceed 2.0 Model Update Completed within two months of Notice to Proceed 3.0 Memorandum Completed within three months of Notice to Proceed COMPENSATION TO THE ENGINEER For conducting the base services delineated in this Scope of Services, CDM shall receive the lump sum of $ 26,1'77_. This fee includes all labor and other direct costs for the scope of work specified in this Task Order. Additional work efforts requested by the CITY, which are beyond the scope of work identified in this Task Order, and the compensation to CDM for this additional work, will be negotiated separately from this scope. Partial payments of the lump sum fees are to be paid to CDM on a monthly basis in proportion to the percentage of work completed.
