AGENDA ITEM: Hopkins Creek Regional Retention Facility -Funding Update

BACKGROUND: The City recently received informal notification that FDEP has approved
the Hopkins Creek Regional Retention Facility for either a TMDL Water Quality
Restoration grant or EPA 319H grant. Either grant would be for up to $800,000, and
would require matching funds from the City. With grant writing assistance from the City's
design consultant, CDM, the City applied for several grants to aid in funding this project.
TMDL Water Quality funds can be used to implement projects that reduce urban
nonpoint source pollution (primarily urban stormwater retrofitting projects) that discharge
into impaired waters. 319H refers to the Federal Clean Water Act. 319H grant funds can
also be used to implement projects or programs that will help to reduce nonpoint sources
of pollution. The TMDL grant funds are available for construction this year, while the
319H funds would be for next fiscal year (July 1St, 2008).
Design for the Hopkins Creek Regional Retention Facility is complete. Property
purchase was completed in November 2006. The SJRWMD Environmental Resource
Permit has been issued. The only remaining issue before releasing the project for bids is
determining whether an easement is required to construct the combined pond outfall into
Hopkins Creek below the Beaches Aquatic Center. A Title Search is in progress for this
determination. Staff expects specification completion and advertisement for bids to
occur in September, with construction to begin in the November time frame. If the City
can find project needing fill dirt, thereby saving the City the cost of disposing of the fill
removed for pond construction, there isrpotential for delaying the actual start of
construction up to three months, to line up schedules with the receiving project.
With help from Representative Don Davis' office, the City previously obtained a $400,000
legislative earmark to be administered by FDEP for this project.
BUDGET: The FY2007 stormwater Capital Account (470-0000-538-6300) has $1,550,000
budgeted for construction of the Hopkins Creek Pond (Project PW0309).
