Item 8BAGENDA ITEM # 8B OCTOBER 8, 2007 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Recommended use of Community Development Block Grant funds to be carried over to the 2007-08 grant year. SUBMITTED BY: Sonya Doerr, AICP S.~ Community Development Director DATE: October O1, 2007 BACKGROUND: The FY 2006-07 Community Development Block Grant contract included approximately $22,000 for septic tank to City sewer conversions, which was anticipated to fund four or five additional conversions for low-income households. Because of eligibility requirements, including those which restrict the use of these funds to owner- occupied, single-family homes, only one conversion was completed this last grant year. $18,788 of CDBG funds remain from that project to be carried forward and included in the City's 2007-2008 CDBG contract. We need to advise the COJ Housing and Neighborhoods Division of our intended use of these funds as soon as possible so that our new contract can be completed. Consistent with the Staff's usual process for making recommendations for the most needed and effective use of CDBG funds, the Public Works and Utilities, Public Safety, Parks and Recreation and Planning Departments have conferred to identify projects that are eligible for CDBG funds. The outdoor bathrooms at Jordan Park are in very bad need of repair and renovation. While the carry-over CDBG funds may not fully cover this cost, they will fund the substantial part of this work. Staff agreed that this was the most badly needed eligible use of these funds. BUDGET: $18,788 to Account Number 110-1005-515.63-00 RECOMMENDATION: Motion to authorize the use remaining FY 2006-2007 CDBG funds for renovation of Jordan Park bathrooms. ATTACHMENTS: None.
