SUBJECT: City M er's Report
Grant for Bulletaroof Vests; The City has been awarded a grant from Bureau of Justice
Assistance in the amount of $881.00 to purchase bulletproof vests. Since 1999, this grant
program has provided over 11,900 jurisdictions with the funding needed to purchase over
640,000 bulletproof vests.
Emer>~encv Purchase of Generator; A generator at the city's lift station "A" at 460 Palm
Avenue recently failed. It was scheduled to be replaced in the current year's budget for an
estimated amount of $30,000. The replacement generator costs $27,161 and was purchased
through the annual contract that the Jacksonville Electric Authority has with the Ring Power
Company. This report is made because it was an emergency purchase costing over $10,000.
Sale of Alcohol to Minors; The Police Department has conducted several sting operations for
sale of alcohol to minors. The results of these have been reported to the City Commission after
each one. In some cases, over 50% of the businesses checked sold alcohol to a minor. In the
most recent alcohol operation on 10/26/07, 12 businesses were checked. Employees at only one
of the businesses sold alcohol to the minor; the Kangaroo gas station at 2425 Mayport Road. As
has been the case with other businesses in the past, the Police Department will continue to
conduct alcohol stings and will specifically check those businesses where minors have been able
to purchase alcohol in the past. If continued violations occur, the State may take actions to
suspend or revoke the alcoholic beverage license for the business.
Reuort on Rainfall versus Inflow at the Wastewater Treatment Plants; A considerable
amount of rain fell in Atlantic Beach in September and October of this year. One Commissioner
asked how this affected the amount of wastewater entering the city's two wastewater plants. The
correlation between rainfall and wastewater flows at the plants is often dramatic and indicates
leaking pipes in the city's sewer collection system. The city's ten-year plan for water and sewer
anticipates spending several million dollars on sewer system rehabilitation, and Donna Kaluzniak
will make a brief report at the city commission meeting on November 13th.
