Dear Mayor and Commissioners: Enclosed. is Resolution 2007-13 which the City of Neptune Beach unanimously adopted on November 5, 2007 calling on the St. Johns River Water Management District to protect and preserve the St. Johns River. By this letter, I am asking your Commission to join Neptune Beach with a similar piece of legislation in support of protecting and preserving the river and the interests of our citizens and North Florida. SJRWMD data show that by the year 2013 (less than six years away), the Floridian aquifer will not be able to provide potable water needs to Orlando and the St. Johns River is in danger of becoming their alternative water supply (AWS), which will negatively effect our future supply. Additionally, there are other projects being planned, including the Taylor Creek Reservoir in Orange and Osceola Counties, that would take a planned additional 40 million gallons a day from the river to supply Cocoa Beach, Melbourne, Orlando and other cities, thereby further affecting our area adversely from an environmental, recreational and economic standpoint. This plan is not beneficial, only rewarding unsustainable growth and excessive water consumption without solving the problem, at the expense of our most valuable resource - water! Six years will be here sooner than we think. Thank you for considering my thoughts. JOHNS RIVER WATER MANAGEMENT DISTRICT TO PROTECT AND PRESERVE THE WATER RESOURCE OF THE ST. JOHNS RIVER BY NOT ALLOWING THE USE OF MILLIONS OF GALLONS OF RIVER WATER TO BE USED TO CONTINUE UNCHECKED GROWTH IN CENTRAL AND SOUTH FLORIDA. WHEREAS, the City Council of the City of Neptune Beach, Florida feels that it is necessary for the public health, safety and welfare of its citizens to protect the limited water resource found in the St. Johns River; and WHEREAS, the St. Johns River Water Management District is charged with protecting the water resources of the St. Johns River; and WHEREAS, the plan to divert in excess of one hundred million of gallons daily from St. Johns River and its largest tributary, the Oklawaha River to Central and South Florida endangers the future generations if the St. Johns River Management District allows the wholesale use of river water for Central and South Florida. NOW THEREFORE BE IT RESOLVED THAT: The City Council of Neptune Beach requests and strongly encourages the St. Johns River Water Management District to reconsider its plan which will endanger the water resources of the St. Johns River and opposes the diversion of river water to Central and South Florida. ON MOTION of Vice Mayor Pruette, seconded by Councilor Weldon, the above RESOLUTION was adopted by the CITY OF NEPTUNE BEACH on the 5~ day of November, 2007. Richard A.
