AGENDA ITEM: Sanitation Contract Comparison with Other Beach Cities

BACKGROUND: On June 1~`, 2007, the City began a new Sanitation contract with Waste Services of
Florida, Inc. (WSI). The new contract inGuded several sign cant service changes from the previous
contract:
1. Changing from twice per week residential garbage collection to once per week;
2. Scheduling residential garbage, yard waste and recycling pickup for the same day;
3. Changing to using wheeled toters provided by WSI to support semi-automated waste
collection.
The Commission requested Staff re-examine the rates to determine why the neighboring Beach
Communities' Residential Sanitation rates were lower than the rate in Atlantic Beach, despite having two day
per week household garbage collection. Jacksonville Beach extended their existing Sanitation Contract last
year and transitioned to Automated Waste Collection. Neptune Beach rebid their contract last spring and
chose a new hauler, Waste Pro.
In the original WSI response to the Atlantic Beach Sanitation RFP, the cost difference between one day per
week and two day per week pickup was $1.71 for automated pickup. When the decision was made to use
semi-automated pickup a two day per week rate was not requested from the Hauler. Because semi-
automated collection required one more truck to service the city than automated collection and because
additional trucks would have to be purchased, a transition to universal two day per week collection would be
expected to cost more per resident than the original RFP price.
As noted in the attachment, Atlantic Beach's monthly Sanitation Fee is between the other two cities and is
about the average. The primary difference between the cities is in use of monies from the Sanitation Fund:
Atlanta Beach -This Fiscal year budget includes a $245,973 transfer to the General Fund.
The transfer to the General Fund has been standard practice for many years, with an
average annual transfer of $200,000 since FY 1999/2000.
Jacksonville Beach does not have a transfer to the General Fund, but does pay for other
Sanitation related costs from the Sanitation Fund (including some portion of beach cleanup
and street sweeping).
Neptune Beach has a 10% franchise fee on top of the rate paid to the hauler that goes into
the General Fund (last year ~$138K).
If the transfer to the General Fund were reduced or eliminated, the Atlantic Beach Sanitation Rate could be
lowered; however an increase in the Ad Valorem millage rate may be required to make up the lost revenue.
BUDGET: Garbage, yard waste and recyclable collection is funded from account 420-4201-534-3401
(Pick-up and Haul Contract).
