09-07-00 v I MINUTES OF ATLANTIC BEACH CITY COMMISSION PUBLIC HEARING ON THE • STORMWATER IMPROVEMENTS PROJECT HELD AT THE ATLANTIC BEACH ELEMENTARY SCHOOL AT 7:00 P.M. ON THURSDAY, SEPTEMBER 7, 2000 Commission Members present were Mayor Meserve and Commissioners Beaver, Mitchelson and Waters. Staff Members present were City Manager Jim Hanson, Public Works Director Bob Kosoy, and City Clerk Maureen King. Handouts were distributed to the citizens attending the meeting which provided specific information concerning various phases of the completed work on the preliminary drainage report. A copy of the handout is attached and made part of this official record as Attachment A. Mayor Meserve called the meeting to order and provided a brief history of the stormwater improvements project which included comments on the CH2M Hill Stormwater Master Plan, the first design work of England, Thims and Miller, the rejected preliminary design work of The R-A-M Group, the formation of the Stormwater Review Committee (SRC) for citizen input, and the preliminary design work of the current engineering firm of Aikenhead and Odom (A & 0), which was designed with Commission emphasis placed on minimal impact to the streets, parks and trees within the city. Mayor Meserve further stated that Sherry Drive would have 40 - 60" pipes constructed under the street and the street would be repaired and repaved as soon after 111 installation of the pipes as possible. Mayor Meserve introduced Neil Aikenhead, President of Aikenhead and Odom, who also provided a brief historical overview of the city's drainage problems. Mr. Aikenhead indicated that his firm had reviewed the entire system and the drainage process and modified the design prepared by England, Thims and Miller(ETM)to develop a method to improve the core city and entire Selva Lagoon drainage systems. Mr. Aikenhead provided a status report covering the following items: (1) development of the GIS database with problem areas noted, and the detailed SWMM (Surface Water Management Model) including the determination of elevations used for the validated model which was run on every street, (2) the major drainage basins within the city, (3)the proposed removal of sedimentation in the Selva Lagoon primary storm system, which is the main channel for the project(Figure 2 in Attachment A), (4) the proposed core city, Howell Park drainage improvements, (5) the proposed drainage improvements for the area from Ahern Street to 6`h Street, (6)the proposed drainage improvements for the area from 7th to 12`h Street, (7)the use of inverted crowns, (8)the creation of uniform street widths of 20', (9)the proposed water and sewer line replacements within the core city, and(10) a cost estimate for the project of between $4.5 and 6.5 M. During the presentation, Mr. Aikenhead emphasized that the separate core city model had been 0 run on every street and that Early Piety, a local arborist, was involved and had reviewed the proposed work in relation to saving the city's trees. Howell Park concerns were addressed in b Minutes Page -2- • Public Hearing - Core City Drainage Project September 7, 2000 detail and it was pointed out that work in the park would be minimal and no trees would be taken out. Mr. Aikenhead also explained the use of inverted crowns and cold in-place recycling of asphalt for street reconstruction, which would provide a very stable base for the inverted crown construction. Following the presentation, Mr. Aikenhead responded to questions and comments from the following citizens: Steve Fouraker of 6'h Street stated that he was impressed with the presentation and was glad that the firm of Aikenhead and Odom was working on a design he felt would protect the citizens of Atlantic Beach and Howell Park. He stated that he had been a resident of the area for fifty years and city had always flooded in the area of the elementary school. Mr. Fouraker stated he liked the proposed plan and design as presented. He urged the city to keep its quaint look and trees, and stated he did not like curb and gutter. He inquired concerning the efficiency of inverted crowns. Ross Weeks of 380 8th Street stated he lived in an area that becomes a retention pond when it rains and inquired as to how the water would be removed from his area. Mr. Aikenhead 0 explained that the bump would be removed from 8th Street and it would be sloped to the west to allow it to flow to Sherry Drive. He indicated that backyard drainage problems would be addressed in the final design phase of the project by the possible use of a 10" pipe. J.P. Marchioli of 414 Sherry Drive complimented A & 0 for their design and proposed cost. The use of inverted crowns was discussed. Mr. Aikenhead stated the cost would be much higher for a grate in the center of the road and a pipe under the street. He indicated that the pipe would probably be located at the side of the street. Cracking of inverted crowns was also briefly discussed and Mr. Aikenhead indicated that these issues would be addressed in the final design. Alan Potter of 374 Second Street commented on drainage and stated that there had been 18" of water on his street during a heavy rainfall. He further stated that water flowed westerly from Beach Avenue, then to Ocean and East Coast Drive with the elevation of East Coast Drive posing a concern. He also felt the proposal did not comply with the city's subdivision ordinance relative to curb and gutter requirements. Margaret Morton of 490 Sherry Drive inquired as to the width of Sherry Drive and Mr. Aikenhead indicated that it was 24' wide. She also inquired as to the use of baffle boxes since one would be located next to her property. Mr. Aikenhead explained the use of a baffle box. Mike Fogg of 366 Plaza inquired if the firm of Aikenhead and Odom would be used from start ill to finish on the project. Mayor Meserve indicated that would be decided later. Mr. Fogg also inquired if lateral pipes would be installed on Plaza Street and Mr. Aikenhead indicated they 4 Minutes Page -3- • Public Hearing - Core City Drainage Project September 7, 2000 would be used to pick up the low points. Bill Paulk of 336 2"d Street stated that he was an engineer, and favored the use of inverted crowns and the paving process discussed. He then inquired as to where the water that runs down his street would be directed. Mr. Aikenhead stated that the existing drainage pipe would not be removed and he explained where the new and old systems would tie in. Dale Smith stated the Selva Marina lagoon would not be widened , but the sediment would be removed and flow pumps would be used to lower the water level six inches. Bob Totter of 275 11th Street expressed safety concerns associated with inverted crowns and inquired where a motorist would drive if the water was deep. It was explained that the water would be 3" deeper in the middle of the street, but it would not "pile up" because it would have a route to channel it through. It was pointed out that the street will be 20' wide and the inverted crown would be in the middle of the street.. Stephen Kuti of 1132 Linkside inquired concerning the dollars spent on engineering,the additional 25 acres added to the outfall area, pump sizes, the amount of time it would take to lower the Selva Marina lagoon six inches,the elevation difference between Ahern Street and the 0 discharge area, street bumps restricting water flow, and the amount of water produce in a five year storm. Mr. Aikenhead explained the use of the pump system for controlling stormwater levels. He stated that the elevation differences were a very technical issue, as shown in the model, and would be addressed in the final design. He indicated he would speak individually with Mr. Kuti regarding the elevation differences. David Estes of 1275 Linkside Drive inquired concerning the additional water being placed in the lagoon and its impact on the residential area if a pump failed. Mr. Aikenhead briefly explained a gravity flow system and the use of pumps. He indicated there would be no rise in the water level in Mr. Estes' area if a pump failed. . Phil Ghiotto of 1528 Park Terrace West expressed concern for maintenance costs and hoped the city would budget appropriately for maintenance. He expressed concern for speeding on Sherry Drive when the paving was completed, and also requested that the city address back yard drainage issues. Mayor Meserve responded that in the past the city did not do a good job with maintenance, but the city now had a long range maintenance plan. He indicated that traffic safety issues would be addressed by enforcing the law, and the back yard drainage issue would be addressed on a case by case basis.
