MINUTES OF THE ORIENTATION WORKSHOP FOR NEW COMMISSIONERS HELD IN
CITY HALL, 800 SEMINOLE ROAD, AT 7:30 PM ON WEDNESDAY, NOVEMBER 1,
1995.
Commissioners present: Mayor Fletcher, Commissioner Shaughnessy, Commissioner-Elect
Meserve and Commissioner-Elect Reed.
Staff present: City Manager Leinbach, Deputy City Manager Jarboe, City Attorney
Jensen, Police Chief Thompson, Fire Chief Ruley, Finance Director
Meuse, Recreation Director Johnson, Building Official Ford, Code
Enforcement Officer Grunewald, and Public Works Director Kosoy.
The meeting was called to order by Mayor Fletcher who indicated that he intended to run tighter
meeting and said he would to enforce the 5-minute limit for speaking on any subject. He encouraged
the new commissioners to familiarize themselves with Roberts Rules of Order and to write out
motions as much as possible.
The City Manager gave an overview of the City Manager/City Commission form of government. He
encouraged the city commission to take advantage of the education opportunities offered by the
Florida League of Cities. He requested that commissioners read all the documentation in their agenda
packets and if additional information was required, to contact the City Manager so that sufficient
information could be provided to them so that they could come, prepared, to commission meetings.
The City Attorney gave an overview and responded to questions relative to the Government in the
Sunshine Law and quasi-judicial proceedings.
Other department heads listed above reported on the function and operations of their departments
and responded to questions.
In his closing comments, the Mayor suggested that the new commissioners familiarize themselves
with city operations and arrange a tour of the facilities. He also suggested they give some thought
to the election of a Mayor pro tem which would take place at their first meeting.
There being no further discussion, the Mayor declared the meeting adjourned at 9:30 pm.
