MINUTES OF THE STRATEGIC PLANNING SESSION HELD IN CITY HALL
CONFERENCE ROOM ON TUESDAY, MARCH 1, 1994.

Mayor Fletcher called the planning session to order and discussion
ensued regarding the city' s roll-on/roll-off sludge handling system
and it was consensus that patenting of the system should be
pursued. City staff are to meet with Art Yeager, a patent
attorney, in this regard.
The Mayor indicated that the budget would be the central issue in
the city' s planning and suggested that the commission concentrate
on budget matters in future strategic planning sessions. In view
of the problems experienced in budget workshops last year, the
Mayor felt it would be advisable to hold public meetings at various
locations throughout the city in an effort to inform and receive
input from the citizens before the departmental budgets were
presented to the City Manager. By so doing, department heads could
take the wishes of the public into consideration when compiling
their budgets. Meetings were scheduled from mid April to mid May
in the following areas of the city: Sevilla/Selva Marina,
Donner/Section H, Fleet Landing, and Ocean Walk. Following the
neighborhood meetings, a similar meeting will be held in City Hall .
In response to a question from the Mayor, the City Manager
indicated that it would be most helpful to him if the city would
establish policies and set priorities. The City Clerk indicated
she would like policies to be in writing and compiled into a
policies manual which could be revised as needed and passed on from
one City Commission to the next. The City Clerk agreed to provide
copies of resolutions or other documents which established current
policies, and with the help of the City Manager, make a list of
subjects on which written policy statements would be helpful to
staff.
Tentative dates were set for budget workshops and the City Manager
and Finance Director will review those dates for compliance with
the TRIM law. In the meantime the City Manager will proceed with
his normal budget procedures.

Discussion ensued regarding the proposed concession building for
Russell Park and following brief discussion, a workshop meeting was
scheduled for 6:00 PM on Monday, March 7, 1994. Building plans
will be available for review at this meeting and the Commission
will be asked to make a decision regarding final plans at the
regular commission meeting on March 28 which time building plans
will be reviewed. Architect Gerard Vermey and members of the
Recreation Advisory Board will be invited to attend this meeting.
There being no further discussion, the meeting was adjourned at
6:45 PM.
