MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT CITY HALL ON MONDAY, MARCH 30, 1987 AT 6:00 P.M.
Mayor Howell called the special meeting to order at 6:00 p.m. Those present
were Mayor William S. Howell; Commissioners Robert B. Cook, Sr. , Glenn A.
Edwards, and John W. Morris, Jr. ; City Manager, Richard C. Fellows,and City
Clerk Adelaide Tucker. Commissioner William I.Gulliford arrived at 6:25 pm.
The City Manager presented the Commission copies of the operating report
for the Buccaneer Water and Sewer District covering the period October 1,
1986 - February 28, 1987 for their perusal.
Mr. Fellows acknowledged receipt of an executed original of the Convention
Development Tax agreement between the City of Jacksonville and the Beaches
Communities. Estimated revenue could be approximately $25,000 annually.
1. Receipt of bid tabulations and recommendations on cleaning, televising
and sealing of subsection "B" of the City's sanitary sewer system.
Mr. Fellows reported bids were received and opened that morning at 11 :00 am
Bid tabulation attached hereto and made a part hereof. Mr. Andy May, of
Smith & Gillespie told the Commission they had reviewed and tabulated the
five bids and recommended the contract be awarded to Pipe Inspection
Services, of Birmingham, Ala. in the amount of the total base bid including
additive alternate no. 1 for a total of $99,786.00.
Commissioner Edwards moved to award the contract on cleaning, televising
and sealing of subsection "B" of the city's sanitary sewer system to Pipe
Inspection Services, of Birmingham, Ala. in the amount of $99,786.00 (total
base bid including additive alternate no. 1) as per the recommendations of
the Engineers. The motion was seconded by Commissioner Morris and carried
unanimously. Commissioner Gulliford was not present to vote.

2. Action by the City Commission on Waitz and Frye report "Economic
Evaluation for Expansion of Wastewater Treatment Facilities".
Commissioner Cook moved to pass over item no. 2 until the next regular
meeting on April 13, 1987 to allow more time for review of the report. The
motion was seconded by Commissioner Morris and following discussion carried
unanimously. Commissioner Gulliford was not present to vote.

3. Discussion by the City Commission on the desirability of accepting a
four-foot easement for a sidewalk on the east side of Ocean Blvd. at the
end of Plaza.
The owners of property located on Ocean Blvd.between 7th and 10th Streets
are now developing their property, and Commissioner Cook had suggested Mr.
Fellows discuss with them the possibility of acquiring a four foot easement
for a sidewalk because of the very narrow right-of-way. The only problem
would be an overhang on the 3rd story that would encroach into the rear
yard 4' on one building and 31/2' on the other. The encroachment did not
violate city Ordinances. Mr. Fellows reported he was meeting with Seaplace

Condominium Assoc.for discussion on the proposed side-walk. He hoped to run
the sidewalk from Tenth street south and attempt to acquire right-of-way on
the south of Mr. Hatcher to allow people to at least get to Club Drive on a
sidewalk. They could then walk from Ocean Blvd. to Beach if the city could
not acquire property from Mr. Lynch and Mr. Mastroainni.
Commissioner Cook moved to accept the offer from Mr. & Mrs. Hatcher for a
four foot easement on Ocean Blvd. between 7th and 10th streets for a
side-walk. The motion was seconded by Commissioner Morris and carried
unanimously. Commissioner Gulliford was not present to vote.

Commissioner Gulliford arrived at 6:25 p.m.
4. Receipt of report on status of Section H program involving larger
parcels and acreage
Mr. Fellows reported he had received no report from the Engineers but
he had been informed they were still trying to resolve the problem of
computing the front foot on the large and irregular shaped parcels north
of Levy Road. Mayor Howell recommended all work be ceased on the project
until the Commission had received a clear understanding of the proposed
assessment roll. Following a detailed discussion, the following motion
was made:
Commissioner Cook moved to authorize the Mayor to contact Bessent, Hammack
and Ruckman, Inc. , Engineers for the Section H project, and request all
work be stopped effective immediately. The Engineers be requested to submit
to the city all plans completed to date along with an invoice for all work
completed as of March 31, 1987. The motion was seconded by Commissioner
Gulliford and carried unanimously.

Discussion was held on the status of the contract with Bessent, Hammack and
Ruckman. Mr. Fellows reported on January 12, 1987 the city had awarded
them a contract for $149,237.00 to prepare plans and specifications. No
billing had been received on the contract. The firm had billed the city on
the Special Assessment Roll $75,000 and possibly another $50,000 of the
total committed amount of $150,000.
Mayor Howell advised the Commission he would call for another Special
Meeting as soon as possible after he met with the Engineers.
There being no other business to come before C. i. :4on, Mayor Howell
declared the meeting adjourned at 6:58 p.m.
