The meeting was called to order by Mayor Howell. The invocation,offered
by Commissioner Cook was followed by the pledge to the flag.

2. Recognition of visitors
Mr. Bill Hixon, representing The Merchants of Atlantic Landing asked
for Commission approval to close certain streets for an art festival
to be held on Saturday, October 18, 1986 between the hours of 8:30a.m.
and 6:00 p.m. The streets requested to be closed were Ocean Boulevard
between Atlantic Blvd. and Ahern St. , and Atlantic Blvd. between East
Coast and the Ocean. As in the past, they would hire off-duty police-
men to control traffic and agreed to clean up after the festival.
Motion: Approve closing Ocean Blvd between Atlantic Blvd. and Cook x x
Ahern and Atlantic Blvd. between East Coast and the Ocean Edwards x
on Saturday, October 18, 1986 between the hours of 8:30 am Gulliford x x

3. Report by Commissioner Glenn Edwards on committee recommendations
with regard to award of a contract for televising, cleaning, and sealing
sewer lines in the older sections of Atlantic Beach
Commissioner Edwards reported the Committee met following the bid opening
at 11:00 a.m. After mutual consideration of all bids they recommended
Southern Line Cleaning, Inc. , Sanford, Fl. be awarded the contract in
the amount of $59,710.00, based on the lowest responsive, responsible
total base bid and selected additive alternate bids, considering the
time of completion and overall experience record, and being in the best
interest of the City of Atlantic Beach. The Engineers, Smith & Gillespie,
also recommended that it would be in the best interest of the city to
employ a full-time resident observer on the project, in order to assure
quality control and proper coordination with the city staff.
Motion: Award the bid for the Clean, Televise and Sealing Program Cook x
to Southern Line Cleaning, Inc. of Sanford, Florida in the Edwards x x
amount of $59,710.00, based on the lowest responsive, Gulliford x x
responsible total base bid and selected additive alternate Morris x
bids. The award made contingent upon the bidder providing Howell x
a valid performance and payment bond and insurance coverage
by October 1, 1986, that is acceptable to the City Attorney.

4. Recognition of Community Development Director, Rene' Angers
Police Chief David Thompson told the Commission about a month ago, Mrs.
Rene Angers had answered the phone when a woman potential suicide victim
had called city hall. Mrs. Angers kept her on the phone while she alerted
the police department who traced the caller to a Neptune Beach address.
Neptune Beach officers were dispatched to the scene before she could
harm herself. Chief Thompson said it was apparent that Mrs. Angers
handled the situation very well, especially considering that she had no
training in responding to such situations. Mrs. Angers was given a round
of applause and Mayor Howell thanked her for her very fine work. He
instructed the Clerk that Mrs. Angers recognition be made a part hereof.
5. Further discussions by the City Commission on definition of the area
in Section H to be included in the moratorium
The City Manager reported at the last meeting the Commission adopted a
Resolution and first reading of a proposed moratorium in Section H.
Area covered was from the Church Road northern boundaries of the city
south to Atlantic Blvd. , and from Mayport Road west to the salt water
marsh. The Ordinance also provided a relief valve for hardship cases by
appealing through city hall and they would get consideration for relax-
Ltion of the moratorium, since it was a temporary vehicle. Following a
detailed discussion, the Commission agreed to leave the moratorium on
the area covered as written.

6. Action on Resolutions
A. Resolution No. 86-22
Mayor Howell presented in full, in writing, Resolution No. 86-22, a
Resolution making a tentative award of a contract for the procurement
of sludge hauling equipment subject to approval of EPA and Fl. DER.
Motion: Passage of Resolution No. 86-22. Copy of said Resolution Cook x

7. Action on Ordinances:
A.Ordinance No. 90-86-103 - Final Reading
AN ORDINANCE AMENDING THE ORDINANCE CODE OF THE CITY OF ATLANTIC BEACH,
FLORIDA; AMENDING CHAPTER 24, ARTICLE III, DIVISION 5, TO ESTABLISH A
SINGLE USE DISTRICT; PROVIDING AN EFFECTIVE DATE.
'tayor Howell announced final action on the Ordinance had been deferred
t the last meeting. He suggested the Commission again postpone action
and set a Workshop Meeting for the next Monday to meet with Mr. Dagley
and his attorney for further discussion.
Motion: Defer action on Ordinance No. 90-86-103 and set a Workshop Cook x

Howell set the Workshop Meeting for Monday, September 29, 1986 at Howell x
7: 15 p.m. and invited all interested parties to attend. For benefit
of the audience, he noted no action would be taken at the meeting.

B. Ordinance No. 90-86-110 - First of Two Public Hearings
AN ORDINANCE ESTABLISHING A MORATORIUM OF UP TO SIX MONTHS ON THE APPROVAL
OF BUILDING PERMITS WITHIN SECTION H OF THE CITY OF ATLANTIC BEACH UNTIL
COMPLETION OF STUDIES CONCERNING THE PROVISION OF SEWERAGE AND WATER
UTILITIES TO THE AREA; PROVIDING A PROCEDURE FOR OBTAINING RELEASE FROM
THE MORATORIUM; PROVIDING FOR SEVERANCE; PROVIDING FOR CONFLICT;
PROVIDING AN EFFECTIVE DATE.
Mayor Howell presented Ordinance 90-86-110 in full, in writing, on the
first of two Public Hearings. Said Ordinance was posted in line with
Charter requirements. He opened the floor for a Public Hearing and in-
'ited comments from the audience. Mr.Steve Mabry, developer in Sec.H„
cold the Commission he had four lots left to be developed. Water lines
had been laid, and he planned to install septic tanks as his lots were
adequate in size, 150'x 50' , 75'x 50' , and 90'x 50' . Mayor Howell told
him to contact the City Manager to perhaps apply for a hardship. He

reminded Mr.Mabry he would have to understand there would be no special
exceptions for his property owners if he was given a hardship and allow-
ed to put in septic tanks. When the sewer lines were laid, the property
owners would be expected to hook up. As no one else spoke for or against,
the Mayor declared the Public Hearing closed. Mayor Howell announced
the second Public Hearing and final passage would be held on October 13,
1986.

There being no other business to come before the Couu«ission, the Mayor
declared the meeting adjourned at 7 :40 p.m.
