Recognition of Community Development Director, Rene' Angers Police Chief David Thompson told the Commission about a month ago, Mrs. Rene Angers had answered the phone when a woman potential suicide victim had called city hall. Mrs. Angers kept her on the phone while she alerted the police department who traced the caller to a Neptune Beach address. Neptune Beach officers were dispatched to the scene before she could harm herself. Chief Thompson said it was apparent that Mrs. Angers handled the situation very well, especially considering that she had no training in responding to such situations. Mrs. Angers was given a round of applause and Mayor Howell thanked her for her very fine work. He instructed the Clerk that Mrs. Angers recognition be made a part hereof. 5. Further discussions by the City Commission on definition of the area in Section H to be included in the moratorium The City Manager reported at the last meeting the Commission adopted a Resolution and first reading of a proposed moratorium in Section H. Area covered was from the Church Road northern boundaries of the city south to Atlantic Blvd. , and from Mayport Road west to the salt water marsh. The Ordinance also provided a relief valve for hardship cases by appealing through city hall and they would get consideration for relax- Ltion of the moratorium, since it was a temporary vehicle. Following a detailed discussion, the Commission agreed to leave the moratorium on the area covered as written. PAGE THREE V V MINUTES NAME OF SEPTEMBER 22,1985 COMMRS. MS Y N 6.
