Commissioners 13 . Mayor 14. Adjourn r MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JANUARY 8, 1973, AT 8:00 P.M. PRESENT: William S. Howell, Mayor-Commissioner R. R. Rosborough, II L. W. Minton, Jr. F. W. Fogg D. W. Speed, Commissioners AND R. C. Vogel, City Manager Adele S. Grage, City Clerk ABSENT: Oliver C. Ball, City Attorney, Out of the City The meeting was called to order by Mayor-Commissioner, M'r. Howell. The invocation was given by Commissioner Minton, followed by the pledge to the flag. The minutes of the meeting of December 21, 1972, were approved as written upon motion of Commissioner Speed, seconded by Commissioner Rosborough and carried. Mayor Howell recognized visitors and called for any business from the floor not on the agenda. At this time, the Chair recognized Mr. Jack Bennett, 385 Fifth Street, Atlantic Beach. Mr. Bennett stated that he had written a letter to Mr. Vogel wherein he agreed to pay water and sewer assessment and tap-in fee on Lots 600, 601 and 602 Saltair Sub- division when and if the City of Atlantic Beach extends service to these lots. Mr. Bennett requested he be allowed to go through his mother' s yard (Lot 618 Saltair) and hook up to the sewer tap on Seminole Road until such time sewer and water should become available to Belvedere Drive. After a lengthly discussion a motion was made by Commissioner Rosborough that subject to the City Attorney drawing up the necessary paper agreements that when sewer and water lines do go down Belvedere that whoever owns the property at the time that they understand they are going to pay the assessment and hook up to the City. The motion was seconded by Commissioner Minton and carried. There was no correspondence. Mayor Howell advised that the bid on Police and Firemen' s Hazard Insurance was quoted for one (1) year or three (3) years. It was not determined which we wanted. Commissioner Speed moved, seconded by Commissioner Fogg and carried, that we award the Insurance Coverage to Kramer, Wurn, Gay & Petway Insurance on a three year basis for $17.00 per Firemen and Policemen, less 10%. MINUTES JANUARY 8, 1973 PAGE TWO The next item on the agenda was a request from Margaret Jordan, 2031 Cecil Road, just outside the city limits of Atlantic Beach, to get assistance from the City. of Atlantic Beach in disposing of her trash and garbagen Mrs. Jordan stated that she had been un- able to have her garbage removed by the City of Jacksonville and the fact that she runs a kindergarten, school and child care cen- ter, which must meet public health standards, she must have gar- bage and trash removed from her property. Mayor Howell instructed Mr. Vogel to look into the matter and report his findings at the next Commission Meeting° Mr. Vogel was also instructed by Mayor Howell to give Mrs. Jorden relief from this problem until the City of Atlantic Beach can evaluate the matter and see just what the City of Jacksonville is going to do about this matter. Mayor Howell stated that the City of Atlantic Beach does not want tc get into anyone ' s franchise. Chief Stucki requested permission to call for bids on Police Cars. There were no objections. Mr.. Vogel requested permission to call for bids on Garbage Trucks° There were no objections. Commissioner Rosborough nominated Commissioner Minton Mayor Pro- Tem for the year 1972-1973 . The nomination was seconded by Commissioner Speed. The vote was taken and Commissioner Minton was unanimously elected. Mayor Howell directed the City Manager to issue the necessary notice to the owners of Lots 277 , 278 and 279 Saltair Subdivision in order to get this area cleaned. Mayor Howell stated that if the owners did not respond, the City will go in and get the job done and place a lien against the property° It was moved by Commissioner Fogg, seconded by Commissioner Rosborough and carried to start the necessary legal process to get Lots 277, 278 and 279 Saltair Subdivision cleaned up.. Mayor Howell presented and read Resolution Noe 73-1 appointing Gloria June Knight as Assistant City Clerk effective January 8, 1973n Commissioner Minton moved passage of said Resolution, se- conded by Commissioner Fogg and carried.
