MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, AUGUST 13, 1973, AT 8:00 P . N

The meeting was called to order by Mayor-Commissioner, Mr. Howell .
The invocation was given by Commi$sioner Minton, followed by the
pledge to the flag .
The minutes of the meeting of July 23, 1973, were approved as written
upon a motion of Commissioner Minton, seconded by Commissioner Fogg
and carried.
Mayor Howell recognized visitors and called for any business from the
floor not on the agenda.
At this time, Mayor Howell recognized Ted Sorensen, Vice President of
the Pop Warner Football League . He stated that he would like for the
City of Atlantic Beach to contribute $1, 500.00 to the Pop Warner
Football League. Mr, Sorensen presented to the City Commission an
itemized account of the proposed expenditures. After lengthly dis-
cussion, it was moved by Commissioner Minton, seconded by Commissio-
ner Fogg and carried that the request by the Pop Warner Football
League for a contribution in the amount of $1, 500.00 be referred to
committee for study and report back at the next meeting. Commissio-
ner Fogg was appointed to serve as chairman of the study committee.
The next item on the agenda was for Commission approval on Phase II,
Fox Garden Apartments, 900 Plaza, Atlantic Beach. Mayor Howell
stated that the overall plan for Fox Garden had already been approved
under Planned Unit Development, Mr. Fox presented preliminary plans
to the City Commission for Phase II . It was moved by Commissioner
Minton, seconded by Commissioner Fogg that Mr. Fox be allowed to
start construction on Phase II , Fox Garden Apartments. Discussion
followed with a substitute motion introduced by Commissioner Ros-
borough, seconded by Commissioner Minton and carried that the City
Commission table this request until the Commissioners have more time
to study the plans .

Mayor Howell asked permission of the City Commission to combine
Item 6-B, on the agenda, request for water service - Ocean Grove
and Item 6-D request for water service - Mayport Road. There were
no objections from the City Commission.
Mayor Howell stated that the City of Atlantic Beach had received
correspondence from R. L. Williamson & Associates, Tall: _asses, Fla.
requesting permission to connect their proposed mobile home park on
Mayport Road to the 8" water main located at Pecan Grove Apartments,
The letter further stated that "upon approval of this request, we
intend to extend the existing 8" water main with 8" Ring-Tite PVC
North along Mayport Road to the northern edge of our property, a
total distance of approximately 1, 900 feet° It is my understanding
that when a property owner extends a city water main such as we are
proposing, the completed extension becomes the property of the City
of Atlantic Beach, and the standard tap-in fees are waived, subject
to our installation of a master meter, which also becomes property
of the City. We are also requesting your permission to solicit
other property owners along the route. If other owners agree to
participate with us in the cost of the extension and install meters
at their expense, may we tell them that their tap-in fees will be
waived? , o "
The City Commission also received correspondence from Mr, Vincent Jo
Pastore requesting to have water made available to lots 46, 47, 48,
49 and 50 Ocean Grove, Unit #2, as recorded in Plat Book 20, Page 20
of the Duval County Records.
After lengthly discussion concerning the above request, it was moved
by Commissioner Fogg, seconded by Commissioner Minton and carried
that the request be referred to committee for study and report back
at the next meeting. Commissioner Minton was appointed chairman
and Commissioner Speed, co-chairman.
Call for Bids on Water and Sewer Lines Ocean Village One s
Mayor Howell stated that sometime ago the Owners of Ocean Village One,
North Atlantic Beach, were given permission to hook on to the City' s
water and sewer lines and they are requesting the City Commission
to call for bids°
It was moved by Commissioner Minton, seconded by Commissioner Ros-
borough and carried that the City of Atlantic Beach call for bids on
sewer and water lines outside the city limits to Ocean Village One,
North Atlantic Beach.

Duncan U. Fletcher - Support of Athletic Program:
Mayor Howell stated that the City of Atlantic Beach received a letter
from Duncan U. Fletcher Senior High School requesting $60.00 for ad-
vertising in the football program. It was moved by Commissioner
Fogg, seconded by Commissioner Minton and carried that the City of
Atlantic Beach place an advertisment in the 1973 Fletcher High School
Football program in the amount of $60.00 to be taken from account
209 Advertising.
Change the Assessment Roll on Cornell Lane:
Mayor Howell explained that when the City of Atlantic Beach made the
assessment for Cornell Lane, (more fully described as B DE Castro
Y Ferrer Grant Pt. Rec'd O/R Bk 44-395 & 1040-98 N. side Cornell
Lane) the City inadvertenly charged Mr. Cornell for 450 feet instead
of 400 feet. It was moved by Commissioner Fogg, seconded by Com-
missioner Minton and carried that passage of a resolution correcting
the assessment against the northern property of Mr. Cornell from
450 feet to 400 feet. Copy of Resolution No. 2-73-20 is attached
hereto and made a part hereof.
Ordinance No. 33-73-2 adopting the voter registration rolls prepared
and maintained by the Consolidated City of Jacksonville Supervisor
of Elections as pertaining to the qualified electors residing within
the City of Atlantic Beach was presented in full in writing and read
on second and final reading by Mayor Howell. Said Ordinance was
posted in line with charter requirements. He then declared the
meeting in session for Public Hearing on said Ordinance. As no one
appeared either for or against the ordinance Mayor Howell declared
the Public Hearing closed.
Mayor Howell suggested that the City Commission change the effective
date of this Ordinance in Section III to read . . "this ordinance
shall become effective upon the 1st day of January, 1974. . "
Commissioner Speed moved for passage of Ordinance No. 33-73-2 on
second and final reading, with the effective date being changed to
January 1, 1974. The motion was seconded by Commissioner Fogg and
carried.
Chief Stucki reported that the cost of installation for a caution
light at Ocean Boulevard and 7th Street will not exceed $350. 00.

Commissioner Minton moved, seconded by Commissioner Speed and
carried that a caution light be placed at the intersection of
Ocean Boulevard and Seventh Street, Atlantic Beach and charged to
the 700 Account.
There being no further business Mayor Howell declare th- meetin•
adjourned.
