AT THE CITY HALL ON TUESDAY, NOVEMBER 6, 1973 AT 8:00 P .M.

The meeting was called to order by Mayor-Commissioner, Mr. Howell .
The invocation was given by Commissioner Minton followed by the
pledge to the flag .
The minutes of the meeting of October 22, 1973 were approved as
written upon a motion by Commissioner Rosborough, seconded by
Commissioner Speed and carried.
In line with provisions of the Charter of the City of Atlantic
Beach, Florida, the following Commissioners were sworn into office
by the City Clerk, Mrs . Gloria June Knight:
William S . Howell, Mayor-Commissioner, Seat No. 1
L. W. Minton, Jr ,eCommissioner, Seat No, 4
Robert B. Cook, Sr. , Commissioner, Seat No, 5
The above Commissioners having been duly sworn in took their seats
at the table with the hold over Commissioners Rosborough and Fogg,
whereupon Mayor Howell called the meeting to order.
Mayor Howell presented and read in full Resolution Noo 73-24 ex-
pressing appreciation to Mr. Douglas W. Speed for his service
rendered as Commissioner. It was moved by Commissioner Fogg,
seconded by Commissioner Rosborough and carried that Resolution No.
73-24 be adopted. Copy of said Resolution is attached hereto and
made a part hereof.
Mayor Howell presented to Mr. Speed Resolution Noo 73-24 and a
plaque on behalf of the citizens of Atlantic Beach.
Mayor Howell recognized visitors and called for any business from
the floor not on the agenda . There was none.

Ordinance No. 90-73-61 First Reading Sec. 28-8 Residence A:
Mayor Howell presented Ordinance 90-73-61 providing for the zoning
of the City of Atlantic Beach, Duval County, Florida, on first read-
ing by title only. Said ordinance was presented in full and in
writing. After lengthly discussion and questions from Commissioner
Rosborough as to the reason for this change, Commissioner Minton
moved that the ordinance be approved on first reading by title only,
seconded by Commissioner Fogg and carried. Public Hearing to be
held November 12, 1973 .
Ordinance No. 10-73-9: First Reading Sale of Alcoholic Beverages:
Mayor Howell presented Ordinance 10-73-9 regulating hours fcr the
sale of alcoholic beverages in the City of Atlantic Beach, Florida,
on first reading by title only. Said ordinance was presented in
full and in writing. Commissioner Minton moved that the ordinance
be approved on first reading by title only, seconded by Commissioner
Rosborough and carried. The vote was:
Aye - Commissioners Minton, Rosborough, Fogg and Mayor Howell.
Nay - None
Abstention - Commissioner Robert B. Cook, Sr.
Public Hearing to be held November 12, 1973 .
Chairman Minton reported that after due consideration the committee
recommends that Coppedge Chevrolet, Inc. ' s bid of $17, 577 .48 is the
lowest and best when consideration is taken for the extras that were
included in the Lynch-Davidson Ford bid. It was moved by Commissio-
ner Rosborough, seconded by Commissioner Fogg and carried that the
bid be awarded to Coppedge Chevrolet Co. , Inco in the amount of
$17, 577 .48.
Commissioner Rosborough stated that inasmuch as the fence has been
permanently placed on the beach at Kathryn Hanna Park that the
dangerous and unsightly pilings be removed from 16th Street. Dis-
cussion followed with Chief Stucki concurring with Commissioner
Rosborough' s statement, It was moved by Commissioner Rosborough,
seconded by Commissioner Fogg and carried, that the pilings be re-
moved from the beach at 16th Street.
