11-26-73 v MINUT. S CF THE MEETING CF THE ATLANTIC BEACH CITY COMMISSICN HELD AT THE CITY HALL ON MONDAY, NOVEMBER 26, 1973, AT 8:00 P . M. PRESENT: William S . Howell, Mayor-Commissioner L. W. Minton, Jr F. W. Fogg Robert R. Rosborough, II Robert Bo Cook, Sr. , Commissioners AND R. C. Vogel, City Manager Oliver C , Ball, City Attorney Gloria June Knight, City Clerk ABSENT: None The meeting was called to order by Mayor-Commissioner, Mr. Howell. The invocation was given by Commissioner Minton, followed by the pledge to the flag. The minutes of the meeting of November 12, 1973, were approved as written upon a motion by Commissioner Rosborough, seconded by Commissioner Fogg and carried. Mayor Howell recognized visitors and called for any business from. the floor not on the agenda. At this time, Mr. James Clairborne, 1042 Beach Avenue, reported that a single family dwelling on 10th Street and Beach Avenue has been converted into a duplex and now has a "For Rent" sign placed on the premises . Mr. Donald Goodlinc; also expressed oposition to this property being used as a duplex. Mayor Howell instructed the City Manager to send a certified letter to the owner stating that such a move is in violation of the zoning and to cease and desist or the necessary legal steps will be taken. Mr. Paul Fox submitted plans to the City Commission for approval on the fence to be constructed on Plaza (Fox Garden Apartments) . The fence will be constructed of brick. It was moved by Commissioner Fogg, seconded by Commissioner Rosborough and carried that the plans as submitted to the City Commissioner be approved. Ordinance No. 90-73-60 : 7n line with action taken of the meeting of November 12, 1973, the wording of Ordinance No. 90-73-60 was re-written for clarification. The ordinance was presented in full, in writing and read on second and final reading by Mayor Howell . He then declared the meeting in session for a Public Hearing on said ordinance. Said ordinance was posted in line with charter requirements. As nc one appeared either for or against the ordinance, Mayor Howell declared the Public Hearing closed. M INUT GS NOV.2MB.i R 26 , 1973 PAGC TWO Commissioner Fogg moved for passage of Ordinance No. 90-73-60 on second and final reading, seconded by Commissioner Rosborough and carried, Water and Sewer Service: Mayor Howell stated that Mr. Walter Parks, City -Ingineer, directed a letter to the State Pollution Control Board requesting that the City of Atlantic Beach receive verification from the State that would allow the City to proceed with enlargement of the sewer plant based on 90% B.O .D. removal. Tc date, Mr. Parks has not received a reply. Mayor Howell stated that this item will be carried over until the next meeting . Beaches Boys Club: The City of Atlantic Beach received a request from the Beaches Boys Club for a $50.00 ad in connection with their efforts to construct a new building . During the discussion, Commissioner Rosborcugh suggested that the City allocate this money to the building fund rather than for an ad. It was moved by Commissioner Fogg, seconded by Commissioner Rosborcugh and carried to approve the $50.00 for the Beaches Boys Club with the City Manager working out the details. The money to be taken from Account 209. Mr. Hilliard presented to the City Commission a letter received from Coppedge Chevrolet, Inc . in reference to their being the low bidder on a 1974 Chevrolet Garbage Truck. The original bid allowed $2,000.00 trade-in on a 1968 Ford Truck. Mr. Hilliard suggested. that the City buy back the 1968 Ford Truck for $2, 000.00, strip the garbage body off and use the chassis which is in good condition. The following is an excerpt from a letter dated November 26, 1973, from Coppedge Chevrolet, Inc. "Option I as per original agreement the price of the truck. is tc be $17, 577 .46 and you turn in your 1966 Fcrd Truck, and you have the right to buy it back for $2,000 .00. "Option 2 the total is amended to $19, 577 .4e, no truck is in- cluded as a trade in, " It was moved by Commissioner Rosborough, seconded by Commissioner Fogg and carried that the City buy the 1966 Fcrd Truck for $2, 000.00 as specified in Option I from Coppedge Chevrolet, Inc. MINUTES NOVEMBER 26, 1973 PAGE THREE Mr. Hilliard requested permission to call for bids on garbage con- tainers. There were no objections from the City Commission. Mr. Vogel requested that Mayor Howell appoint several commissioners to work with him on a new garbage ordinance. Mayor Howell suggest- ed that Mr. Vogel draft an ordinance and then the City Commission would sleet as a committee as a whole for further discussion.
