MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD
AT THE CITY HALL ON WEDNESDAY, DECEMBER 26, 1973, AT 8:00 P . M.

The meeting was called to order by Mayor-Commissioner, Mr. Howell.
The invocation was given by Commissioner Minton, followed by the
pledge to the flag .
Mayor Howell recognized visitors and called for any business from
the floor not on the agenda. There was none .
Bid Openings
Rear Loam Containers - Specification No. 73-7
National Compactor, Jacksonville, Fla. No Bid
Service Systems, Inc. , Atlanta, Ga.
10 Units F .O .B. Atlantic Beach $2, 950.00
No other bids were received.
It was moved by Commissioner Rosborough, seconded by Commissioner
Minton and carried that the bid for Rear Load Containers be a-
warded to Service Systems, Inc. in the amount of $2, 950.00.

Lynch-Davidson Ford, Jacksonville, Fla . $2, 154. 35
No other bids were received.
It was moved by Commissioner Minton, seconded by Commissioner
Rosborough and carried that the bid be awarded to Lynch-Davidson
Ford in the amount of $2,1:4. 35.

Resolution No. 73-29 - JEA. Franchise°
Resolution No. 73-29 granting to Jacksonville Electrical Authority
an electrical franchise to provide service to the City of Atlantic
Beach for the next four years was presented. It was moved by
Commissioner Rosborough, seconded by Commissioner Minton and carri-
ed that Resolution No. 73-29 be adopted. Copy of said resolution
is attached hereto and made a part hereof.
Ordinance No. 20-73-2S - Revising Budget for 1973-74:
Ordinance No. 20-73-28 revising the budget for the City of Atlantic
Beach, Florida, for the fiscal year 1973-74 and appropriating money
to provide for the debts and expenses of the City was presented in
full, in writing and read on second and final reading by Mayor
Howell . Said ordinance was posted in line with the charter require-
ments . He then declared the meeting in session for a Public Hear-
inc; on said ordinance. As no one appeared either for or against
the ordinance, Mayor Howell declared the Public Hearing closed.
Commissioner Fogg moved for passage of Ordinance No. 20-73-28 on
second and final reading, seconded by Commissioner Minton and
carried.
Lots 3 & 4, Block 106 Sec . H Permit to Operate Foster Group Home :
Mayor Howell stated that Rev. Giles had been instructed by the
City Commission on December 10, 1973, to call on the property
owners with a 250 foot radius with a petition stating they were
not opposed to a foster home . Rev. Giles stated that the property
owners objected to the foster home . Mayor Howell stated that there
was no way the City Commission could oppose the wishes of the local
residents . It was moved by Commissioner Rosborough, seconded by
Commissioner Minton and carried that Rev. Giles be given notice to
vacate 350 Main Street, Atlantic Beach, within 30 days.
Lots 1 to 7, Block 29 Sec. H Permit to Construct Mini-Warehouses:
The Board of Adjustment met December 18, 1973, at the City Hall
and approval was granted by unanimous vote stating that this type
structure does not in any way violate the Coda of the City of
Atlantic Beach, "Zoning" Chapter 28-14 (a) and (b) and 28-5. Plans
were: submitted to the City Commission to construct mini-warehouses
on Lots 1 to 7 , ' Block 28, Section H. It was moved by Commissioner
Minton, seconded by Commissioner Rosborough and carried that the
plans submitted be approved.

There being no further business Mayor Howell declared the meeting,•

facilities to the inhabitants of the City of Atlantic Beach, Florida for a
period of time of lour (4) years from the Ordinances acceptance thereof,
and
WbER1AS, the said Ordinances were approved by the Jacksonville Electric
Authority on February 25, 1969 for the period of four (4) years thereafter,
and
WLERLAS, the City of Atlantic Beach, Florida and the Jacksonville
Electric Authority Las continued, verbally, all terve and conditions
contained within the said Ordinances and both verbally agree to extend the
terms and: conditions of said Ordinances for a period of four (4) years
from the adoption of this Resolution;
