MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON TUESDAY, SEPTEMBER 21,
1971.

The meeting was called by the Mayor pursuant to notice mailed
on September 17, 1971 to Commissioners, and candidates for the
October 5; 1971 election.
The meeting was called to order by the Mayor-Commissioner, Mr.
Howell, followed by the pledge to the flag.
Mr. Howell welcomed the candidates who were present and stated
the meeting was called to consider an ordinance covering 1971
budget changes, awarding sewer contract for line on E. Coast
Drive between 12th and 15th Streets, considering Call for Bids
on sewer and water lines to serve Atlantic Arms Apartments on
Atlantic Blvd. , and other miscellaneous matters.
Mayor Howell presented an Ordinance in full in writing for
passage on first reading by title only. Said Ordinance covers
changes in the 1971 Budget. Copies of the Ordinance were mailed
out to Commissioners with notice of this meeting. Mr. Rosborough
moved passage of said Ordinance on first reading by title only,
seconded by Mr. Longo and carried. Public Hearing will be held
on September 27th, 1971 at 8: 00 P. M.
Mr. Vogel presented preliminary report from Mr. Parks, our
consulting engineer relative to getting water and sewer service
to the Atlantic Arms East Apartments on Atlantic Blvd. , east of
Mayport Road. There was discussion in which the equity or inequity
of assessments was considered, also fact that the apartment promoters
are going to put in drainage for that area as well as pave the
"no name" street. After further discussion Mr. Longo moved that
the engineer draw up plans and specifications as recommended and
Call for Bids be made on same, also that the City Attorney proceed
with getting ready necessary papers for assessments, seconded by
Mr. Minton and carried. Copy of Mr. Parks ' letter is attached
hereto.
Mr. Vogel reported for the Committee on sewer line on E. Coast
Drive between 12th and 15th Streets. He presented a letter from
Mr. Parks which recommended, after study and investigation, that
the low bidder, Porter ' s Welding and Ironworks for $4, 143 .85 be
awarded the contract. The Committee concurs and recommends the
same. Mr. Minton moved we award the contract to Porter ' s Welding
and Ironworks and that the Mayor and City Clerk be authorized to
sign for the City, seconded by Mr. Longo and carried.

Mrs. Grage advised the millage for the 1971 Tax Roll is 6 Mills,.
as determined in line with Sec. 117 of the City Charter.
Mr. Vogel advised that our engineer, Mr. Parks, has recommended
that we have an 8" water line run to the Pecan Grove Apartment
site on West side of Mayport Road, north of our City limits instead
of the 6" line which the owners of the project would require and '
that the City pay the difference in cost as the larger line would
serve the future growth in this area. In the future this would be
a part of the ultimate 8" main loop out Mayport Road to Saturiba
Drive to Seminole Road and would serve the northern limits of the
City. The cost difference to the City for an 8" instead of 6" line
to Pecan Grove Apartments would be approximately $1750.00. Following
discussion Mr. Minton moved that we accept recommendation of the
Engineer and the City pay approximately $1750.00 for the difference
in cost of an 8" line to this project, seconded by Mr. Rosborough
and carried.
Mr. Vogel asked permission to Call for Bids on a new Roller needed
by the Public Works Dept. if we are to continue with our street
maintenance work. Mr. Hilliard advised the old roller is completely
worn out. Mr. Longo moved approval to Call for Bids on roller,
seconded by Mr. Minton and carried.
Mr. Vogel asked approval to call for bids on an addressograph
machine. Mrs. Grage advised that present machine has been used
for over fifteen years making the tax rolls and addressing all
tax bills and utility bills and it is badly in need of replacing.
Mr. Minton moved approval to Call for Bids on an addressograph
machine, seconded by Mr. Rosborough and carried.
Mr. Howell stated that he and Mr. Vogel met with Mr. Marvin Hill
of the Jacksonville Area Planning Board and Mr. Hill advised that
the Planning Board can assist City of Atlantic Beach, by furnishing
counseling and an outline of needed procedures and priorities to
accomplish a comprehensive plan for the City.
There being no further business, Mayor Howell declared the meeting
adjourned.
