Although our Limited Warranty does not typically extend to appliances and manufactured equipment, we have made a claim under the warranty. We spoke to Janellle Mayotte who has committed to ordering a new coil for the unit under the warranty. The warranty does not cover any labor for reinstallation. Huxhams who installed the unit originally will install the unit and their service rate is $58. an hour. When the part comes in we will notify you and Jimmy Gilbert At Huxham Heating and Air to schedule the repair. As we discussed, the corrosion on this equipment is due to salt spray which is normally washed away in the rain, but due to the fact the compressor is under the building the salt is building up. Vegetation or some other screening device would help cut down on the salt spray; also washing off the unit occasionally would also help. MITCHELSON X SHAUGHNESSY City Manager Jarboe explained that the contractor for the project, Pete Dowling, expressed concern that T 1-11 siding would not stand up in a salt environment and would present a maintenance problem. It was recommended that cedar shingles or a cement board based product (Hardie Board) be considered to replace the T1-11. Commissioner Beaver felt that the T1-11, when properly maintained, would last and stated he could not justify spending the additional money. Commissioner Mitchelson inquired concerning the upgrade for the windows at a cost of$1,500.00. Mr. Dowling stated that the $1,500.00 figure was quoted in error, and the actual increase would be $35 $.Q,II. He recommended the window upgrade to comply with Ne building specifications, and stated that the upgraded windows would last longer in the ocean front environment and �; would be warranted for thirty years. He stated that a decision concerning the type of window to be used needed to be made within the next three weeks. C. Ann Murphy - Media One Ann Murphy,Community Relations Manager for Media One,presented the city with a check in the amount of$5,000.00 in accordance with their franchise agreement. Ms. Murphy announced that Media One would be helping the City's History 2000 Committee by filming the oral tradition segment of the project. 3. Unfinished Business From the Previous Meeting: (LA.�) Consider Upgrading the Windows for the Lifeguard Building (City Commission) Stephen Kuti of 1132 Linkside Drive suggested not installing any windows in the building considering it would be used only six months of the year. Dorothy Kerber of 365 1st Street inquired why the building was changed from three to two stories and suggested the use of glass block instead of windows in the building. Pete Dowling, Contractor for the lifeguard building project, updated the Commission on the project and stated that he had previously recommended upgrading the siding (which was approved by the Commission on December 14, 1998 ) and the windows. Mr. Dowling further stated that the Commission requested that he research the use of single pane windows in the building, and he found that a regular single pane window would not withstand the wind load requirements for oceanfront use. He reported that to meet the wind load requirements, the pane would have be 1/4" plate glass,which is a special order item, and the city would not realize any cost savings over the double pane upgrade. Commissioner Beaver inquired concerning the Marvin window fabrication and was told it was made from aluminum wrapped wood. Mayor Shaughnessy expressed concern that the windows would fog. Mr. Dowling responded that the Marvin windows would be replaced for ten years if that occurred. Commissioner Mitchelson then inquired concerning the use of glass block and it was discussed that although the block would probably last longer,you could not see through it. When asked why windows were needed, Public Safety Director Thompson replied that the second floor would be air conditioned and they were needed for climate control and to prevent deterioration of equipment. In regard to the inquiry concerning the reduction in the number of stories of the building, it was pointed out that two stories were more cost effective and afforded a better view for adjacent neighbors. Several factors came up with all window companies (and we spoke to at least three; representatives;these were: • Regular single pane windows would not be sufficient to withstand the wind load requirements of oceanfront use. Insulated windows are stronger on two respects; their frames are more substantial and the two layers of glass provide more strength. The windows would need to be built with'A"plate glass. There is only one manufacturer which makes wood windows with plate glass which are also clad on the exterior (I do not recommend wood that is not clad). Because this would be a special order, the city would realize no cost savings this way. Therefore, I do not recommend single pane windows over insulated windows. My comments are keyed to his comments numbers. 1. Roof Framing Plan, "Sk-3" and Sections: 1. The 4x8 posts are shown on the revised plans to extend from the third floor to the top of the railing. The 4x12 beam is shown in section I/Sk-4 to be in the plan at the roof not at the top of the parapet. The section shows a 4x8 beam at the top of the parapet and shows it connected with a HUC28 joist hanger. 2. The 5'-4" dimension does need to be revised. 3. Enclosed is modified section 3/Sk-6 which clarifies the requested top of wall detail. 4. The roof framing plan shows the posts extend up above the roof and note #1 states they are continuous from third floor. 6. The specifications call for the nailing to be per the "Manual for House Framing", which requires 8d nails @ 6" o.c., unless otherwise noted; the T-111 siding needs to be nailed @ 3" o.c. @ panel edges, below second floor. All 1/2" plywood roof and wall sheathing needs to be attached to the wood framing with 10d nails @ 6" o.c. at all perimeters and at 6" o.c. at all intersection supports, unless otherwise noted. The use of straps to tie the 4x12 beams to the wood studs would be stronger, but the T-111 siding, if nailed properly, is satisfactory to resist code uplift loads. 7. The specifications call for bridging to be used at all wood joists and rafters at 8'-0" maximum, which would require 1-row bridging at midspan. 8. Double studs need to be added to each side of door openings, which is standard practice. A note can be added to the drawings. Mr. William Morgan July 21, 1997 Page -2- 11. Second Floor Framing Plan "Sk-lA" and Sections 1. The dimension has been revised. 2. See response to comment I(7). 3. Enclosed is modified section 5/Sk-8 which shows the shearwall connected to the bottom of the gluelam beam with wood screws, same as stud wall above the beam. The beam sets on top of side wall and column is stacked above the beam. 4. The soffit at the second floor needs to be 1/2" plywood and nailed per note No.2 on Sk-lA. 5. Section 6/Sk-9 was cut thru third floor which was eliminated. Have modified section 8/Sk-11 to show window openings above second floor to clarify the area. Section 4/Sk-7 was cut thru third floor, which was deleted; the section is no longer applicable. Mr. Zebouni seems to have an old set of drawings. 6. The beams and posts around the windows are shown in the plans and sections. Do not understand why it needs to be clarified. 7. 1 agree. III. First Floor Framing Plan "Sk-1" and Sections 1. See comment I (7). 2. The drawings call for bottom reinforcing only and that is satisfactory. 3. The dimension needs to be 2-1/2" (1/2 gluelam beam width). 4. FHAl2 straps are satisfactory to anchor uplift load to beams. 5. The pedestal is 24" diameter and is sized to carry the one (1) plumbing pipe. 6. The nailing requirements need to be placed on the drawings, see revised sheet Sk-1 enclosed. 7. The specifications call for a Geotechnical investigation to verify the augercast pile capacity with minimum of one (1) boring. A rebar would strengthen the piles but are not required. Mr. William Morgan July 21, 1997 Page -3- 8. HDSA is satisfactory. 9. The station was designed to resist wind loads per the "Standard Building Code", which is the applicable code. The wind loads used satisfy the 1994 Standard Building Code for 110 MPH. Below the second floor, plywood is called out on both sides of all exterior and interior shearwalls in transverse directions and is needed. In longitudinal direction the wind load is resisted buy T-111 siding and the interior gypsum wallboard. The gypsum wallboard needs to be nailed with 5d cooler nails @ 6"o.c.at perimeter and interior studs. IV. General Comments Comments No. 1; 3; and 5 do not apply to structural drawings. 2. Would recommend using stainless steel connectors in lieu of Mr. Zebouni's connection. 4. I agree with Mr. Zebouni, that stainless steel nails would offer more corrosion protection even if more costly and would recommend they use them. The added plywood on both sides of all walls and floors and some of Mr. Zebouni's other comments would strengthen the structure, if used; the design was completed with a constant eye on a very tight budget, which is my understanding for the reasons the plywood on the inside of all walls were removed. If cost is not a problem, adding the plywood and straps noted and other items noted by Mr. Zebouni would help strengthen the structure.
