• MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, MAY 25, 1970 AT
8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell .
The Invocation was given by Commissioner Minton.
With permission of the Commission Mayor Howell changed the Agenda
and presented at this time Resolution #70-15 on the death of
former Mayor John A. Reid. He then read the resolution in full
following which Mr. Rosborough moved passage of said resolution,
seconded by Mr. Longo and carried. Copy of Resolution #70-15 is
attached to these minutes and made a part thereof.
The minutes of the meeting of May 11, 1970 were approved as
written upon motion of Mr. Longo, seconded by Mr. Rosborough and
carried.
Mayor Howell then recognized visitors present and called for any
business not listed on the Agenda .
Mr. Neil Bayne, 901 Ocean Boulevard, Atlantic Beach, requested
the use of the City' s recreation facilities from the middle of
July to December for the Rebel Football League which is a
Little League program. They would comply with our rules and
regulations. This is not for every day. The scheduled games
start on Sunday after September 19th. They are played on
Sunday afternoons at 2 o'clock. They will practice two times a
week in evening hours - they will play on the new area and during
daylight hours. It is not same as Pop Warner League, and is made
up of 18 teams from surrounding towns . There was discussion
during which it was brought out that they will be governed by
our rules, and will not interfere with our summer recreational
program, and that they are getting most of children from Atlantic
Beach but it is open to all children in the area to try out.
There being no objection, the matter was turned over to the City
Manager to work out with Mr. Bayne.
A note was read from "Pappy" Parks acknowledging our expressions
of sympathy in the death of his Mother.
Bids were next received on the "Bituminized Fibre Pipe" as
follows :

Mr. Rosborough moved we accept the bid of the Sunoco Products
Company, seconded by Mr. Longo, and it having been ascertained
that it is covered in the Budget, the Mayor put the question and
the motion carried.
Mr. Bill Libert, 1096 East Coast Drive, Atlantic Beach, appeared
on behalf of the Atlantic Beach Tennis Club and thanked the
Commission for the many fine improvements to the facilities, and
advised they would like to request more tennis courts . The
Atlantic Beach Club has about 80 members, about 50 of which live
in Atlantic Beach. He advised the recent tournament brought very
favorable publicity to Atlantic Beach. Mr. Howell asked for a
report from the Committee on this, and Mr. Minton reported for
the Committee. He advised that two courts would cost approximately
$6, 300.00 which includes hardware. He recommends that if money
is available that we go ahead and build the courts as we do need
some new tennis courts and would like for Commission to consider.
He advised that Mr , Trezise has offered to start a program up here
in tennis to give some of our youth some lessons if we can furnish
the facilities . Mr. Howell advised he felt it was in order between
now and the next Commission meeting that Mr. Minton see what
monies are available, where they can come from, and come back
with a final report.
The Reverend William Jordan representing the West Side Voters
League presented a letter to the Commission petitioning for the
removal of the wire fence closing off Donner Road from access to
Atlantic Beach. Their only access is by Mayport Road. There was
discussion following which Mr. Howell advised that the fence is
on private property and the City did not put it there and has no
control over it. The City does have an easement across this
property for our sewer and water lines and their upkeep. This is
not a street right-of-way. After further discussion the Mayor
advised the only thing the City fenced in was the sewer plant.
The City does not own any of this property on which the fences
referred to are located. The City does use the easement as a
short cut between the Waterworks and Sewer Plant, however, we were
advised by owners not to. Mayor Howell advised that we will get
with the landowners and see if anything can be done in the way of
a solution to this problem.
Ordinance #25-70-9 adopting the Southern Standard Plumbing Code
was presented for second and final reading. Mayor Howell read
the Ordinance in full following which he declared the meeting in
session for Public Hearing on said Ordinance. Notice of Public
Hearing was posted in line with City Charter. Mr. John Dyal spoke
for the adoption of the Ordinance. As no one else spoke either
for or against, Mayor Howell declared the Public Hearing closed.
Mr. Longo moved passage of Ordinance #25-70-9 on second and final
reading, seconded by Mr. Rosborough and carried.
An Ordinance covering Planned Unit Development was presented for
second and final reading. Mayor Howell read said Ordinance in
full following which he declared the meeting in session for Public
Hearing on said Ordinance. Notice of Public Hearing was posted
in line with City Charter. Mr. Fred Aldridge, Selva Marina Drive,

spoke against the Ordinance as to phraseology, has no standard
density, loose phrasing, does not think we need a Planned Unit
Development by a City of this size, etc. Mr. John Dyal advised
he feels such an Ordinance is appropriate to any City, agrees on
point of developer' s responsibility, agrees can be too vague,:
but can also be too specific, and he feels review should be by
an Advisory Planning Board of qualified people. He commended the
City Commission for considering such an Ordinance and that he
spoke against this Ordinance but not against the idea of a
Planned Unit Development. Mr. Robert Whyte advised he sees no
reason for a large development and can't understand why such an
Ordinance for a small town. He' s not opposed to Public Housing,
but doesn' t think we have acreage for large apartments. As no
one else spoke, Mayor Howell declared the Public Hearing closed.
He then pointed out acreage in the City which is not zoned and on
which any number of apartments could be built if permits were
requested right now, also other areas that are in the Residence
D zone in which any of the residential structures could be per-
mitted at present on very small lots. He feels we do need such
an Ordinance as PUD for this reason. Mr. Vogel advised he had
sent a copy of the Ordinance to Mr. Mark Gluckman, Director of
Kemp, Bunch and Jackson, Architects, and he has complimented us
for our efforts in the proposed PUD Ordinance, but raised the
question as to standards, guidelines, or some means of control of
densities. Mr. Howell suggested we set up a meeting with Mr.
Gluckman who was present. Mr. Johansen moved this meeting be
continued to a time suitable to Commission and Mr. Gluckman,
seconded by Mr. Rosborough. Wednesday, June 3rd at 8:00 P. M.
at the City Hall was agreeable to all. Mr. Howell then put the
question and the motion carried. It will be a public meeting.
Mr. George Bull presented a drawing of a proposed park area in
Saltair subdivision lying between Seminole Road and Sherry Drive
and of 2 blocks back of the Atlantic Beach School for an addition
to the school property. He suggested the City declare the area
as a park. Can file condbmnationsuits and thinks the School
Board would go along with appraisals set by the Court on the
blocks they want. He believes we could get matching funds from
HUD. Mr. Bull ' s letter of May 7, 1970 was presented and goes into
more detail. After discussion Mr. Longo moved a Committee be
appointed to study and bring back recommendations, seconded by
Mr. Minton and carried. Mr. Howell appointed Commissioners
Rosborough and Minton and City Manager Vogel as Committee.
Mr. Vogel advised that Mr. Parks has recommended that we give the
Contractors, Harris & Harris, a 60 day extension on their contract
on the water reservoir due to the difficulty they have had in
getting delivery of certain valves and other materials due to
strikes and mass hysteria, and Mr. Vogel recommended the extension
be granted. Following discussion, Mr. Longo moved the extension
be granted, seconded by Mr. Rosborough and carried.
We have worked out an agreement with the Jacksonville Electric
Authority for street lights in Selva Marina Units 6 and 7 . The
problem is that there are no poles out there for street lights

as electrical service is underground, so the Electric Authority
has agreed to install poles and furnish lights on same basis
as those we have on Atlantic Boulevard at $6.00 per month per
unit. He does not know how many are needed at this time, but
would like permission to install as they are needed. There are
also two or three other places where needed, one being across
from City Hall. Mr. Longo moved approval to have lights
installed at City Manager' s discretion, seconded by Mr. Rosborough
and carried.
We have an easement from Selva Marina Country Club for the sewer
line for Jordan' s Trailer Court. Mr. Jordan has not brought in
the money yet for this extension. Mr. Longo moved that we accept
the easement and when Mr. Jordan brings in the funds we will have
recorded for Public Records, seconded by Mr. Minton and carried.
There being no further business, the Mayor declared the meeting
adjourned.

RESOLUTION 70-15
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, that,
WHEREAS, the passing of John A. Reid has taken from
our midst a good friend, and,
WHEREAS, Mr. Reid has helped to make the City a more
progressive and better place to live, having served
as Mayor of Atlantic Beach from August 1952 to December
1957, and prior to that he served as Municipal Judge
of the Town of Atlantic Beach, and,
WHEREAS, through Mr. Reid' s leadership as Mayor of
the Town, the building of the Atlantic Beach Water
System was completed and the preliminary work for a
Sewer System was started, and,
WHEREAS, The City Officials and the Citizens of Atlantic
Beach feel that we have lost one who always had the in-
terest of the City and its people at heart,
NOW THEREFORE IT IS HEREBY MADE A MATTER OF RECORD, that
the City expresses its sincere regret at the passing of
our friend and extends deepest sympathy to his loved ones
in their hour of sorrow.
BE IT FURTHER RESOLVED, that a copy of this Resolution
be given to Mr. Reid' s family.
