COMMISSION HELD AT THE CITY HALL ON WEDNESDAY, JUNE 3, 1970

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell who recognized all visitors present.
This meeting was called in line with action taken at the meeting
of May 25, 1970, to consider and discuss the Planned Unit Develop-
ment (PUD) program. Mr. Mark Gluckman, Director of Urban Space
Design with Kemp, Bunch and Jackson, Architects, and Mr. Marvin
Hill, Director of Jacksonville Area Planning Board, were invited
to meet with the Commission.
There was a lengthy discussion during which Mr. Gluckman explained
the background to the PUD concept, and also advised as to need of
certain criteria as to land use, density, etc. Mr. Hill spoke of
the value of "PUD" concept and the need in the present Ordinance
we are considering of guidelines and provisions for review. In
the discussion it was brought out that an overall study of the
City is needed and the entire City should be zoned, then the PUD
would apply. This should be done professionally, and the entire
City zoned on a long range plan. After further discussion, Mr.
Minton moved that a Committee be appointed to meet with qualified
people in this field and report back as soon as possible as to a
comprehensive plan of zoning, also as to cost and financing such
a study, seconded by Mr. Rosborough and carried.
Mayor Howell appointed Commissioner Johansen as Chairman with
Commissioner Rosborough, City Manager Vogel and the Mayor as the
Committee.
There being no further business, Mayor Howell declared the meeting
adjourned.
