MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, JUNE 22, 1970 AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Commissioner Rosborough.
Upon motion of Mr. Rosborough, seconded by Mr. Johansen and
carried, the minutes of the meeting of June 8, 1970 were approved
as written.
Mayor Howell recognized visitors present and called for any busi-
ness from the floor not on the Agenda.
Mrs. Dorothy Kerber spoke of the problem of dogs. There was
discussion and it was advised that warrants could be taken out
against dog and/or owners. Get in touch with the Police Depart-
' ment and they can get Humane Society down to pick some of the
dogs up.
Letters of appreciation were received from Miss Charlotte Reid
and John A. Reid, Jr. on the Commission' s Resolution on the death
of their father, former Mayor John A. Reid, Sr.
A letter was read from Gordon N. Justice, District Manager,
Bureau of the Census, advising our preliminary 1970 census count
is 6, 775. Our 1960 census count was 3,063. We have over 100%
increase and one of the largest percent increases in the State.
A certificate of appreciation was received from Fletcher High
School Athletic Department for service rendered the "Fighting
Senators" . A letter was read from the City of Jacksonville
Beach inviting the Commission to sit in on a caucus meeting with
representatives of the TM Communications Company of Florida
relative to CATV at the Beach. The meeting will be at Jacksonville
Beach City Hall on July 21st at 7 : 30 P. M.
A request was received from Mrs. Bertha Hairston to rezone her
Lots 5 and 6, Block 1, Atlantic Beach Parkway from Residence A to
Residence B. She submitted a petition signed by some property
owners in the area. The property is located directly across
Ocean Boulevard from the "Place By The Sea" apartments . Mr.
Claude S. McGehee appeared against the request. Mr. Johansen
advised that he felt since we are in the process of going into a
study and complete rezoning of the City, that it would be unwise
to consider any rezoning at this time. He therefore moved that

• consideration of this request be put off until such time as the
overall development plan is complete, seconded by Mr. Rosborough
and carried. Mrs. Hairston thanked the Commission and advised
she was leaving her request in their hands.
Mr. Vogel advised he had received request from the lady on Redfin
Drive whose child was hit recently by a car, to put up some
traffic signs on Redfin. Since Redfin Drive is not an arterial
street, he suggested it could be closed off at each end during
certain hours for the children to play in it. The Commissioners
were not in favor of setting such a precedent and advised the Park
was very close to this area and equipped for playing. Mr.
Johansen advised we need signs but we also need auto drivers to
be trained and also children need to be trained. There was
discussion and the matter left to City Manager as to signs needed.
There being no further business, the Mayor declared the meeting
adjourned.
