COMMISSION HELD AT THE CITY HALL ON MONDAY, OCTOBER 19, 1970

The meeting was called pursuant to written notice dated October
14, 1970.
The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by City Manager Vogel .
Mr. Howell advised the meeting was called in order to make some
necessary decisions on disposition of our garbage and trash and
the landfill . He is to be at a meeting of Jacksonville Beach
Council at 8:00 P. M. tonight representing us in the overall
plan as suggested for the three Beaches to participate in the
project. A copy of letter from Mr. P. E. Kinsey, City Manager
of Jacksonville Beach, in which he outlines the estimated cost
of preparing a site and the per capita estimated cost to Atlantic
Beach, is attached hereto and made a part hereof. Mr. Howell
advised there is some consideration of Waste Control of Florida
participating, and if so they would be asked to pay 25% and then
the balance would be paid by the three Beaches on a per capita
basis . The proposed site would last approximately 2 years,
but if Waste Control participates the time would perhaps be only
2 years. If we go in on this it would give us approximately 2
years to decide on a permanent plan of garbage disposal. This
only covers preparation of site, we would then have the burying
cost which probably would be contracted with City of Jacksonville
at estimated cost of 35 to 42 cents per cubic yard.
There was discussion in which possibility of our securing acreage
and doing our own landfill and covering, but cost of land, prepara-
tion of site and cost of equipment for burying is an unknown
quantity. We have to make quick decision as present landfill will
be used up in a couple more weeks.
After further discussion, Mr. Johansen moved that we pass Resolution
r70-21 transferring $6500. 00 from Accounts 708 and 707-A to
Account 502 landfill , seconded by Mr. Longo and carried. Copy of
Resolution #70-21 is attached hereto and made a part hereof.

After further discussion Mr. Longo moved passage of Resolution
#70-22 covering our participation in the landfill project,
seconded by Mr. Johansen and carried. Copy of Resolution #70-22
is attached hereto and made a part hereof.
There being no further business, Mayor Howell declared the
meeting adjourned.

Dear Mayor Howell:
As you know the City of Jacksonville Beach is attempting to enter into a lease
agreement with Mr. Frederick Williams for ten acres of land in south Jacksonville
Beach for use as a sanitary landfill site by the three beach cities.
Requirements, both by the State of Florida and by Mr. Williams are that we
furnish certain improvements in connection with the proposed landfill site. They
include a land survey of the site, a topographic survey, a fence around the
boundaries of the site, a worker's shelter, and an all-weather entrance road to
the landfill. It has been suggested that the three beach cities share the cost of
these improvements on a per capita basis. Our estimated cost for the improve-
ments are as follows:

It is understood that this is a cost estimate only and cannot be expected to be
absolutely accurate. Total records of all costs incurred will be kept in order to
substantiate the per capita share due from each city.
According to the 1970 census the total population of the three beach cities is
23,603. On this basis the estimated total cost of the improvements of $21, 607. 00
would pro-rate to approximately 91. 5 cents per person. With your census popula-
tion of 6,.775 your estimated share of these costs would be $6, 199. 12.
The Jacksonville Beach City Council will meet on Monday, October 19, at 8:00 P. M.
We are hopeful that negotiations will have developed to a point where we will be
able to enter into a lease agreement at that time. It would be extremely
helpful if you would be able to indicate at that meeting your acceptance of this
proposal for the sharing of the site development cos t.

We participate with the Cities of Jacksonville Beach
and Neptune Beach in the cost of improvements, as
required by the State, for land preparation to the
landfill site on a per capita basis,
PROVIDED HOWEVER THAT,
If Waste Control of Florida is allowed to participate
they are to pay 25% of the cost of land preparation
and the balance thereof to be shared by the Cities of
Atlantic Beach, Jacksonville Beach and Neptune Beach
as set forth above.
