MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY NOVEMBER 23 ,
1970 , at 8 : 00 P.M.

The meeting was called to order by the Mayor-Commissioner
Mr . Howell .
The Invocation was given by Commissioner Minton , followed
by the Flag Salute led by Mayor-Commissioner Howell .
The minutes of the meeting of November 1970 were
approved as written upon motion by Mr . Rosborough, seconded
by Mr . Minton and carried .
The minutes of the special meeting of November 11 , 1970
were approved as written upon motion by Mr . Rosborough
seconded by Mr . Minton , and carried .
The minutes of the special meeting of November 12 , 19.70
were approved as written upon motion by Mr . Minton , seconded
by Mr . Rosborough and carried .
Mr . Howell recognized visitors present and called for any
business from the floor not on the agenda. There was none .
There was no correspondence to be presented at this time .
City Manager Vogel stated that the City had to officially
accept the reservoir . This was an oversight when they re-
ceived the bond , effective October 20, 1970 , as being
officially owned by the city. The final plans are in , in
use , and all is reported to be working fine . It was moved
by Mr . Rosborough, seconded by Mr. Minton and carried that
the reservoir be accepted .

An Ordinance Amending Chapter 23 of the Code of the City
of Atlantic Beach , Florida, entitled "Zoning" and amending
the official zoning map to conform with the following
Amendments : was presented for second and final reading .
Mayor Howell read same in full following which he declared
the meeting in session for Public Hearing on said Ordinance .
Notice of Public Hearing had been posted in line with Char-
ter requirements . No one from the audience rose to be heard
pro or con on the _ issue . Mr . Johansen moved the passage
of the Ordinance and final reading , seconded by
Mr. Rosborough and carried .
Mr . Rosborough reported on the Saltair Lots and stated that
he had gone over the appraisals and felt that the city should
secure the property running North of the elementary school
between Sherry Drive and Seminole Road . A special meeting
had been called for this matter , but no quorum was present
to conduct business on it . Mr . Rosborough further stated
that he didn ' t realize that time was of the essence to Mr .
Bull who offered some 60 percent of this property to sell
to the City to secure tax credits . Mr . Bull intended to
withdraw his offer unless the city would allow him some type
of tax credit on some part of the property . It was proposed
by Mr . Rosborough that the City Commission purchase lots
35 , SS , 87 , 33 , 39 , 91 , 32 , 93 , and 94 , at $200 each. These
lots are not absolutely necessary to the city , but there
are some drainage ditches in there which Mr . Vogel stated
were encroaching on the area and that they had been dug some
eight or ten years ago . Mr . Bull has agreed that if he is
allowed a tax credit , he will keep his offer open through
1971 . Mr . Rosborough stated that he had discussed this
matter with several realtors and appraisers of properties
and they felt that a city of the size of Atlantic Beach
with its population and anticipated population growth should
have more park space . Me reported further , that there are
approximately 48 lots in this area owned by other individuals
and it would be necessary for them to contact the owners of
these lots to see if they would be willing to sell them.
Mr . Johansen asked that if the City had to go to condemna-
tion , it would only be to those 43 lots . It was affirmed
and Mr . Rosborough stated that some of the lots were not
suitable for improvements and he figured they could probably
buy them at their appraised value . It was moved by Mr.
Minton , seconded by Mr . Johansen , that the City purchase
the lots subject to the necessary funds being transferred
from the 1970 budget . The motion carried .

Regarding the landfill problem, a letter was read from
City Manager Kinsey of Jacksonville Beach giving a prelim-
inary estimate of costs of preparing the landfill area for
use . The landfill will be operated by Jacksonville Beach ,
with equipment rented from the City of Jacksonville at $ 1 . 00
}_er year . It has been estimated on a per capita basis the
cost of the operation to be $22 , 602 per capita or . 973 cents
per person . The cost to Atlantic Beach would be $6 , 625 . 35
for their share in 1371 ; $4 , 100 for Neptune Beach ; and
$12 ,300 for Jacksonville Beach . He further stated that after
operations are begun , it could go into cubic yardage and
that there was a feeling that it had been overestimated and
if so , a change would be forthcoming . This additional amount
has been budgeted in the 1971 budget to take care of this
increase .
An Ordinance amending Ordinance No . 20-59-19 (adopting the
budget for the City of Atlantic Beach, Florida, for the
fiscal year 1970 and appropriating money to provide for
the debt and expense of the City as shown therein ) was
presented in full in writing for passage on first reading
by Title only. Mr . Longo moved passage of said Ordinance
on first reading by Title only , seconded by Mr . Rosborough ,
and carried . Public Hearing Date was set for December 14 ,
1370 .
An Ordinance adopting the budget for the City of Atlantic
Beach, Florida, for the fiscal year 1971 and appropriating
money to provide for the debts and expenses of the City as
therein shown was presented in full in writing for passage
on first reading by Title only . It was moved by Mr . Longo ,
seconded by Mr . Minton , and carried , that this Ordinance
be passed on first reading by Title only . Public Hearing
Date was set for December 14 , 1970 .
Resolution 70-23 was presented covering the transferring of
funds , 1970 Budget . It was moved by Mr . Johansen , seconded
by Mr . Minton and carried , that the Resolution be passed .
Copy of Resolution #70-23 is attached hereto and made a ?art
hereof .
Police Chief Stucki asked permission to call for bids on
police cars that they will need for next year . He stated
that due to the strikes , there will be a delay in receiving

them. The bids are to be asked for to be opened in the
last meeting of December . Permission was granted by the
Commission to call for such bids .
There being no further business , the meeting was adjourned
at 3 : 22 p .m.
